Program Overview: META provides critical capabilities to support the NGIC with financial planning, budgeting, force structure and manpower reporting in a highly integrated data store. The analytic platforms for NGIC pull data from myriad DoD systems to provide information to enable the rapid reporting, decision making, and responsive mission analytics supplied with up to date data consolidated for a holistic view.


IndraSoft, Inc. is seeking a Cloud Data Architect with a Top Secret/SCI clearance to work in Charlottesville, Virginia. The Cloud Data Architect will work with both relational database management systems (RDBMS) and non-relational databases (NoSQL). The current on-premise environment uses SQL Server 2012 and Oracle12c, which are deployed across four network domains and environments. The Cloud Data Architect will be responsible for transitioning databases from Oracle 12c to Maria DB and to the AWS cloud environment. The Cloud Data Architect will create software-defined networks, provide logical isolation between capabilities as required by each domain, create and architect amazon web services (AWS) relational database services (RDS) implementations, use automation for service deployment, management and operations across multiple data centers. The selected candidate will be a highly motivated individual who works well as part of multi-disciplinary teams and have strong analytical, troubleshooting skills.

Qualifications Required:


  • Bachelors degree in computer science, electronics engineering or other engineering or technical discipline is required. (8 years of additional relevant experience in data architecture environment by be substituted for education.

  • Subject matter expertise with Virtual Machine (VM) Infrastructure-as-a-Service (IaaS) and Cloud Database-Platform-as-a-Service (DPaaS) using Amazon Web Services (AWS) and Microsoft Azure Cloud.

  • 5+ years of experience with SQL Server 2012, Oracle 12C and Marina DB.

  • Technical hands-on experience with AWS cloud implementation, migration, planning, documenting workload requirements and dependencies, architecture of database footprint and potential approached to migration based upon availability of cloud database offerings.

  • Background supporting transformation efforts for workloads not currently compatible with database platforms. Optimize and/or refractor workloads to use modern features.

  • Ability to perform migration, validate successful migration and remediate applications when required.

  • Experienced with testing and operating the AWS Database Migration Service (DMS) to include Schema Conversion Tool (SCT) and applicable database engine plugins to facility database migration from on-premise to the target cloud environment and platform.

  • Strong focus on defining data architecture, data management and data modelling. Ability to support strategic services including data modeling, project estimation and data governance.

  • Proven track record of mentoring team to adopt new technologies and coach technical team members.

  • Experience with writing technical documentation, especially in relation to Cloud architecture.

  • Excellent verbal and written communication skills.

Preferred Qualifications:


  • Previous Federal Government experience.

  • One or more Microsoft or Amazon cloud certifications.

  • ITIL certification or experience with ITIL.

  • Experience with Agile and DevOps model.

Security/Certification Requirements:


  • DoD Top Secret/Sensitive Compartmented Information (TS/SCI)

  • Certification: DoD 8570.01 IAT Level II (Security+ CE, or SSCP, or GSEC, etc.)

Essential Functions and Responsibilities:


  • Responsible for transitioning databases from Oracle 12c to Maria DB and to the AWS cloud environment.

  • Create software-defined networks, provide logical isolation between capabilities as required by each domain, create and architect amazon web services (AWS) relational database services (RDS) implementations, use automation for service deployment, management and operations across multiple data centers.

  • Provide subject matter expertise with Virtual Machine (VM) Infrastructure-as-a-Service (IaaS) and Cloud Database-Platform-as-a-Service (DPaaS) using Amazon Web Services (AWS) and Microsoft Azure Cloud.

  • Responsible for AWS cloud implementation, migration, planning, documenting workload requirements and dependencies, architecture of database footprint and potential approached to migration based upon availability of cloud database offerings.

  • Support transformation efforts for workloads not currently compatible with database platforms. Optimize and/or refractor workloads to use modern features.

  • Document the database workload requirements and dependencies.

  • Plan and describe the data workload(s) to be migrated, the appropriate migration tool(s), and the target data workload platform.

  • Perform migration, validate successful migration, and remediate applications where required.

  • Implement, operate, and monitor AWS highly available RDS instantiations utilizing multi-Availability Zone (AZ) solution. Employ read-replicas where necessary to improve application performance and reduce load on RDS implementations.

  • Use the AWS Key Management Service (KMS) where applicable to meet data-at-rest- encryption requirements for database deployed on cloud VM or DBaaS offerings.

  • Apply applicable STIGs and hardening requirements to cloud based deployments.

  • Implement RDS cloud auditing requirements IAW STIG/SRG requirements.

  • Automate database deployments and configuration management utilizing orchestration tools such as AWS CloudFormation, Ansible, etc.

  • Test and operate the AWS Database Migration Service (DMS) to include the Schema Conversion Tool (SCT) and applicable database engine plugins to facilitate database migration from on-premise to the target cloud environment and platform.

  • Develop any additional Concept of Operations (CONOP), Standard Operating Procedure (SOP), and documentation for cloud-based deployments.

  • Create and manage database accounts and schemas.

  • Create and manage Oracle database wallets.

  • Configure databases to meet FIPS 140-2 and/or STIG data-at-rest encryption requirements.

  • Configure databases for required Transport Layer Security (TLS) version to meet data-in-transit requirements from connecting web / application servers / services.

  • Monitor, log and resolve database performance issues, response times for reports and transactions, unusual entries in the alert logs and trace files, failures, and free space.

  • Deploy new and updated database applications and schemas to NGIC environments following provided installation and configuration guides.

  • Troubleshoot and resolve installation and deployment issues in coordination with application integrators and developers.

  • Deploy critical patch updates and security patches within the Government-approved deployment and mitigation schedules to maintain a hardened and secure infrastructures.

  • Execute, evaluate, and document Security Technical Implementation Guides (STIG) and/or Security Requirements Guides (SRG), and all applicable security tools to satisfy Army, DoD, and IC security requirements in concert with NGIC Cyber Security.

  • Apply major and minor upgrades to database server software.

  • Perform and test backup and recovery processes. Leverage existing tools to perform daily exports and snapshots to reconstitute databases in the event of a failure.

  • Work closely with project teams to create/edit/execute scripts to run queries, transform and extract data.

  • Maintain all database source code in the NGIC IT GIT version control system (VCS) in each supported domain and environment.

  • Maintain all database documentation in the NGIC IT confluence site on each respective domain. This includes requirements, design, technical, integration, operations, and monitoring documentation.

  • Utilize NGIC IT VCS strategy for maintaining database source code incorporating peer review via pull requests and any necessary automated or manual validation steps for security relevant changes prior to deployment. The VCS will provide a complete history or changes to individual schemas and objects as well as changing to the underlying database configuration.

  • Support database changes and refactoring by project teams employing database version control services (Example: liquibase, flyaway, etc.).

Physical Demands:


While performing duties of the job, incumbent will be exposed to normal demands associated with an office environment. Ability to work on computer for long periods, and communicate with individuals by telephone, email and face to face. This position requires incumbent to have the ability to stand, walk, sit, use hands to finger, handle or feel objects, tools, or controls, reach with hands and arms, talk and hear. Employee must be able to lift and/or move up to 20 pounds. Specific vision abilities required by job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust and focus.


Work Environment: The noise level in the work environment is usually moderate. Temperature level is maintained at a typical office level environment of around 70 degrees Fahrenheit.
