The Federal Reserve Bank of Dallas is located in Dallas, Texas, and has branch offices in Houston, San Antonio, and El Paso. The Bank represents the Eleventh Federal Reserve District, which includes Texas, northern Louisiana, and southern New Mexico. Our work includes economic research and thought leadership, community engagement on issues that impact the economy, supervision of banking organizations residing in the district, and a variety of payments services to financial institutions and the U.S. government.

The Banking Supervision Department

Banking Supervision is responsible for supervising and regulating certain segments of the financial industry to ensure they employ safe and sound business practices and comply with all applicable laws and regulations. We directly supervise bank holding companies, financial holding companies, state member banks, IT service providers, and certain nonbank subsidiaries. Supervision occurs through periodic examinations, as well as other routine surveillance activities. The Eleventh District has more than 200 staff focused on supervising the financial institutions in Texas, southern New Mexico, and northern Louisiana.

The Supervisory Risk and Surveillance (SRS) unit within Banking Supervision includes three specialty examination teams focused on bank secrecy act and anti-money laundering, information technology, and other specialty risks in banking; surveillance staff who monitor risk trends and their effects on financial institutions in our region; economists who work on internal supervisory risk models and research; and financial sector advisors who assist in briefing senior Bank leadership on developments in financial markets and institutions. The Assistant Vice President reports to the Vice President of Supervisory Risk and Surveillance.

The Role :

Overview:

The Assistant Vice President will provide direct oversight to the specialty exam teams responsible for overseeing bank examinations and holding company inspections and related regulatory activities that involve Bank Secrecy Act/Anti-Money Laundering compliance,

Information Technology/Cybersecurity compliance, and Capital Markets Specialists within the SRS team at the Bank. The Assistant Vice President will also have the skills necessary to support the Vice President as needed with oversight of the remainder of SRS' analytic and risk functions. The non-supervisory SRS teams produce a range of outputs, including internal briefings, presentations, quantitative analysis, models and external publications.

The Assistant Vice President will build a culture of high performance and continuous improvement, and inspire a team of diverse and highly engaged "superb talent" through leading people practices. She/he will ensure there is alignment to the vision and priorities of the organization at all levels of his or her team. She/he will lead by example as a coach; identifying and growing organizational capability and the talent pipeline for the success of the Federal Reserve Bank Dallas today and in the future.

The Assistant Vice President will ensure her/his leadership and the practices of their team sustain and enhance the Bank's reputation as a trusted public and financial institution. She/he will establish and maintain effective relationships with external partners and internal stakeholders at all levels in the communities we serve, in the Bank and across the Federal Reserve System.

Key Responsibilities :

Strategic and Organizational Leadership

  • Participate in determining the strategic direction of areas of direct functional responsibility and for the Department.
  • Be a leader within the Bank in vision, presence, and citizenship.
  • Have an enterprise mindset. Ensure solutions focused on overall success of the Bank and Federal Reserve System.
  • Maintain leading performance metrics, including cost and productivity, proper risk management, and other key performance indicators. Ensure effective knowledge management and dissemination of data.

  • Actively seek, secure, and develop the best talent available.

Areas of Oversight

  • Provide direct oversight of the examination outputs of the SRS team, ensure operational requirements are met or exceeded, and lead teams to deliver high quality examination products and input for its stakeholders.
  • Execute ongoing supervisory programs for the specialty exam areas that respond to the evolution of risks at supervised institutions in the 11th District.
  • Support the Vice President in oversight of the SRS team's analytic functions, including briefings, analysis of banking data, risk process and modeling efforts.


System and Community Leadership

  • Represent the Bank during meetings with the public, senior executives of banks, holding companies and their boards of directors, Board staff and senior officials at other Reserve Banks and regulatory agencies.
  • Actively participate in or lead Federal Reserve System committees.
  • Build connections with other Reserve Banks and the Federal Reserve Board to increase the Bank's thought leadership within the Federal Reserve System.

The Person :

  • A graduate degree in business, finance, economics, public policy or other related field of study. CFA and/or FRM certification is a plus.
  • Minimum of ten years of relevant experience in bank supervision, banking, or financial services.
  • Proven ability to analyze and distill complex banking, risk, and supervisory topics.
  • Strong written and oral communication skills.
  • Minimum of five years leading people.
  • Strong inter-personal, relationship-building and leadership skills.
  • Deep interest in public service and commitment to the mission of the Federal Reserve System.
  • Ability to foster an environment of trust and collaboration within and across teams.
  • Ability to clearly articulate and execute a vision and strategy.
  • Agility to juggle and prioritize multiple responsibilities on tight deadlines.
