The business development and sales team is responsible for implementing Perspecta's growth strategy to include development of a robust pipeline, price-to-win, competitive market research, proposal operations, and ID/IQ program management. These functions are critical to identifying new markets, sustaining the existing customer base, guiding the pursuit of strategic capture opportunities and proposal development.

Perspecta s Intelligence group provides high-end systems engineering and integration services, digital transformation and mission solutions to our national and military intelligence customers. Using our broad portfolio of capabilities and partner ecosystem, the Intelligence Group delivers innovative solutions that help our clients meet their critical mission needs.

Capture Managers within the Intelligence Group are viewed as thought leaders, assisting in developing strategies for growth and identifying new markets and opportunities. They have the resources of the company at their disposal to protect, expand and grow the business. They are responsible for managing complex pursuits from identification to proposal, leading matrixed teams throughout the capture process to ensuring opportunities are qualified and differentiated. Capture Managers represent the company to vendors and teaming partners, making strategic assessments on capabilities and establishing risk/reward decisions for every opportunity. The capture manager supports the development of individual opportunity win strategies, account plans, technology development plans, and partnering strategies.

Responsibilities

  • Supports multi-million dollar deals typically in a global or regional environment
  • Identifies business value creation implications for large deals.
  • Identifies competition and evaluates relative company strengths.
  • Effectively engages at the executive level in both Enterprise and Corporate accounts.
  • Articulates the business value of company's technology to our business partners and customers in terms of how it addresses their business problems.
  • Leads technical/product knowledge sharing with account teams and channel partners.
  • Translates business direction into presales implications
  • Makes recommendations for change or modification to strategy
  • Breadth of influence goes across multiple organizations within the company
  • Leads teams in order to develop and deliver various professional services solutions to include whitepapers, demonstrations, proposals and other internally developed products

Qualifications

Basic Qualifications

  • Bachelors degree is required, and masters degree is preferred.
  • 15+ years related experience in the federal government contracting environment
  • Capture management experience within the past 5 years
  • Must have a solid business development background with demonstrated wins; must understand the cradle-to-grave BD process for bids over $50M.
  • Self-starter who can operate with minimal oversight and direction
  • Must be able to close deals successfully and determinedly
  • Must have effective oral and written communication skills coupled with the ability to establish and maintain productive customer and industry participant networks.
  • Must be a US citizen and be TS/SCI eligible

Desirable

  • Customer experience within the Defense Intelligence Agency and INSCOM, is desirable.
  • Current relationships within focus agencies and with potential teaming partners is beneficial.
  • Experience working with commercial customers is a plus but not required.
  • Thorough understanding of the processes by which DoD customers acquire capabilities (e.g. through operational commands and PEOs) and current knowledge of / relationships in the relevant organizations
  • Ability to engage with both operational and technical customers to understand and shape their requirements and their acquisition strategies, synthesize solutions and identify/create/mature new opportunities
  • Thorough familiarity and documented experience with leading the BD/Capture/Proposal process to include positioning, requirements analysis, call planning/execution, teaming, solutioning, competitive analysis, staffing, pricing, past performance selection, proposal development, Gate Reviews, color teams, and achieving/sustaining buy-in both internally and externally
  • Demonstrated capacity to stay on top of current trends, issues, and technologies in mission areas through participation in industry groups and conferences
  • Must be at ease in engaging at senior/general/flag officer and SES levels
