Responsibilities:

  • Work directly with the Under Secretary on formulating a marketing and communication strategy to advance U.S. economic influence and counter disinformation, as well as other malign messaging emanating from adversaries abroad.

  • Develop an economic security marketing and communications plan that focuses on a strategy for building and leading a coalition of like-minded nations, companies, and civil society through a trusted economic prosperity network.

  • Leveraging the branding from Expo 2020, develop and implement a government umbrella brand strategy, including U.S. Government strategic positioning, messaging, logo development and marketing tools.

  • Construct a set of configurable Prosperity Partnership Packages comprised of financing assistance, educational services, infrastructure development, technology cooperation, energy resources, non-profit aid, healthcare support, military training, regulatory reform consulting in order to streamline the planning process and access to resources of developing countries.

  • Work with other E staff members, as well as senior members of E Family bureaus and offices involved in developing the E family marketing and communication strategy.

  • Plan, organize, and carry out the marketing-oriented services and tasks outlined in this task order with a high level of independence.

  • Implement guidance from the Under Secretary concerning the marketing-oriented services and tasks outlined in this task order.



Minimum Qualifications:

  • Minimum Bachelors degree or equivalent in political science. Masters degree in design and/or visual arts preferred but not required.
  • Minimum three years experience in senior-level positons with responsibilities for creating and managing high-engagement social messaging content, editorial strategy, graphic design, video production, and foreign and domestic influencer engagement.
  • Minimum three years experience in senior-level responsibility for generating ideas, developing concepts, writing scripts, and production of influencing materials across all media types, including television, radio, video, digital, social platforms and print.
  • Minimum three years experience from concept to execution of creative projects, including designing brochures, newsletters, ads, annual reports, magazine layouts, photo shoots and websites.
  • Minimum three years experience at a senior level at the U.S. Department of State and/or other Departments and Agencies in leading teams of creative professionals utilizing data analytics and other digital strategies to plan, develop, and publish content across multiple platforms for USG Principals with a successful track record of reaching and influencing a significant number of individuals.
  • Minimum three years at senior levels of the U.S. government or corporations devising multinational messaging campaigns for government or corporate initiatives that are a high priority for Principals, creating products that garner widespread domestic and international attention and respect.
  • Minimum three years hands-on knowledge of U.S. foreign affairs information sources, processes, and organizations in order to apply the full range of available information resources and capabilities in supporting the needs of the office of the Under Secretary.
