Perspecta is seeking a Cost Estimator/Analyst to work closely with government client near Fort Belvoir, VA. The candidate must have strong cost estimating experience, and financial management and program management experience are preferred. The successful candidate will have excellent communication, quantitative, research, analytical skills and the capability to lead or principally contribute to challenging projects.

Key Role:
Works in matrixed teams or independently performing cost engineering and cost analysis of Army projects by translating technical requirements into cost information. Assist with identifying and collecting cost data, analyzing and reviewing cost reports, normalizing data, performing statistical analysis, and other analyses, estimating the costs of hardware and software development and maintenance, modeling in Excel using dynamic formulas, database lookup commands, assessing, quantifying costs, presenting results, communicating with stakeholders, and attending various program meetings. Accumulates data prepared for previously produced estimates and enters into appropriate business systems for the purpose of consolidating cost and applying factors as directed. Analysis will be used to support affordability initiatives, support contract negotiations, prepare/inform program budget submittals, perform should cost / would cost initiatives to improve program efficiency, and evaluate the costs of multiple future projects and efforts.

Desired Skills:

*Experience with the Armys cost estimating tool, Automated Cost Estimating Integrated Tool (ACE-IT) software is preferred. Preferred that potential candidate have a minimum 10 years CE experience and have experience within last five years of using software if they have used an alternate CE system.

*Experience with the 4 methodologies of DoD cost estimating; 1) Parametric 2) Analogy 3) Engineering 4) Actual Costs

*Experience with Microsoft Excel, Word, and PowerPoint

*Experience with data collection and analysis

*Ability to multitask and work under minimal supervision


*Requires 8 to 10 years with BS/BA or 6 to 8 years with MS/MA or 3 to 5 years with PhD.

*Experience with DoD acquisition and support of major milestones

*Experience with statistical regression analysis and probabilities

*Experience with the Armys Cost Analysis Manual and/or the CAPEs Operating and Support Cost-Estimating Guide.

*Possession of excellent teamwork skills

*Possession of excellent oral and written communication skills

*Possession of excellent collaboration skills
