Responsibilities

Support ARCYBER G8 Force Development. Provide support to analysis of and input to Army Force Management processes, including Total Army Analysis (TAA), command plan, and POM. The contractor shall provide support research and analysis on DOTMLPF-P.

Provide operations research analysis support for intelligence, cyberspace operations, contingency operations, and operational-level planning, joint and multilateral training exercises, and strategic engagement policy. Analyzes actual and predictable, interacting, operational activities of systems to obtain a quantitative, rational basis for decision-making through the application of logic and scientific or economic disciplines and techniques. Devises modeling and measuring techniques to investigate complex issues and solve problems. Assists in addressing requirements and the evaluation of data assessment strategies: sampling, statistical analysis, evaluation, flow processing, and management assessment strategies. Develops cost-benefit analysis, data collection, data analysis, risk analysis, simulation model execution, economic analysis, and operational effectiveness studies.

Qualifications

Experienced with model development and testing as well as gathering, relating, and identifying data with variables in models. Has developed reports noting various alternatives and success probability when there is no single solution.

Possesses an understanding of cyberspace doctrine, policies, operations, and organizations. Background includes quantitative experience and/or education (e.g., mathematics, statistics, etc.).

Edu/Exp: HS +11-14 Years, BA/BA 5-10 Years, or MA/MS +3-6 Years.

Force Structure Division personnel should be an Army Officer (Force Management and/or ORSA) with the following: prior HQDA G8 System Synchronization or Capabilities Development experience; CGSC/ILE or equivalent graduate; Information papers and briefing development for O6 thru 3-Star audience; Capable of briefing complex requirements to audiences unfamiliar with topic.

Organizational / Force Development personnel should be an Army Officer with the following: Knowledge of ARCYBER, HQDA, Joint and COCOM staffs, processes and procedures; Experienced Knowledge Manager with Certification; CGSC/ILE or equivalent graduate; Ability to create executive level correspondence; Capable of briefing complex requirements to audiences unfamiliar with topic; Experience with Microsoft Productivity Suite, including Outlook, Word, Excel, PowerPoint, OneNote and Project; Minimum of 5 years of experience in SharePoint solution development, configuration, or customization; Minimum of 5 years of experience with Knowledge Management in a professional work environment.
