Heluna Health invites applications for the position of Distance Learning Specialist within the Center for Learning and Innovation (CLI), a training and workforce development center of excellence within the Population Health Division at the San Francisco Department of Public Health. CLI is dedicated to fostering a culture of learning, trust, and innovation. It organizes several programs focused on 1) internal training and workforce development; 2) recruitment of the future public health workforce through meaningful internships; 3) catalyzing innovations in public health through human centered design principles; and 4) capacity building for external public health agencies and related stakeholders.



Under the direction of the Capacity Building & Innovations Manager, this position supports training and capacity building for health department and community-based organization staff through a California Department of Public Health grant-funded project focused on enhancing communicable disease responses, including COVID-19.



The Distance Learning Specialist will work with the staff within CLI and PHD to implement a wide range of online training approaches including eLearning courses, webinars, and peer-to-peer learning communities. The Specialist will work closely with subject matter experts to assess the training needs of a wide range of learners to develop customized capacity building plans and convene interactive, longitudinal learning communities using web-based video conferencing software such as Zoom. The Specialist will also make use of CLIs Groupsite web-based portal to maintain a repository of online learning resources (e.g., videos, toolkits, lectures) and serve as the principal administrator of CLIs WordPress-based Learning Management System. Finally, this position will collaborate with the overall CLI team to assist with evaluation and reporting efforts while maintaining the highest standards for interactive learning to promote public health competencies.



This is a temporary, grant-funded, full time, benefitted position. Employment is provided by Heluna Health.




ESSENTIAL FUNCTIONS


  • Develop and conduct formal and informal needs assessments to recommend, design, develop and implement the appropriate learning solutions for the target audiences which may including online learning, instructor-led training, virtual training, instructional videos, audio/video scripts and role play exercises

  • Serve as administrator for multiple online learning collaboratives and build and sustain other participant-centered peer-to-peer learning communities in cooperation with staff from across PHD and partnering organizations

  • Collaborate with subject matter experts to develop and review e-learning and other training content and proactively identify additional experts who can address content gaps

  • Develop knowledge assessments and programs to measure changes in learner knowledge and skills

  • Measure and assess the effectiveness of in-person and on-line training and learning communities to inform future program improvements

  • Actively review and evaluate the in-person and on-line training solutions library to determine when content needs to be updated, replaced, or retired

  • Provide logistical support for the development and implementation of learning communities including scheduling of events and communications

  • Manage the CLI in person and virtual lending library

  • Collect, prepare and manage data to produce internal, state and grant reports


MINIMUM QUALIFICATIONS


  • Possession of a baccalaureate degree from an accredited college or university, preferably in health education or a related communications field

  • Two (2) years of professional level administrative or management primary responsibility for overseeing, monitoring, and/or coordinating a program providing health and/or human services

  • Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis. Thirty (30) semester or forty-five (45) quarter units equal one year. Possession of a Masters degree in Public Health, Public Administration, Health Administration, Health & Human Services or closely related field may substitute for one (1) year of the required experience.

  • Ability to work independently and as part of a team

  • Ability to manage several projects simultaneously

  • Proficiency with Microsoft Word, Excel, Outlook, and PowerPoint, and Zoom-based videoconferencing


DESIRED QUALIFICATION(S):


  • Familiarity with adult learning and public health concepts

  • Experience working on public health issues with diverse racial/ethnic communities, particularly communities of color as well as gay/lesbian/bisexual/transgender communities

  • Experience in Disease Prevention & Control, including HIV prevention and COVID-19

  • Proficiency creating eLearning courses using authoring software such as Articulate or Lectora

  • Excellent data visualization skills and creation of compelling infographics

  • Proficiency with Microsoft SharePoint and webinar software (e.g., GoToMeeting),

  • Experience liaising with contractors and vendors and managing budgets

  • Experience with grant preparation and reporting, including NIH and CDC grants
