MINIMUM REQUIREMENTS:

A bachelors degree from an accredited college or university, with a major course of study in agriculture, or a physical or natural science.

Experience in the inspection, production or processing of plants or plant products or in plant pest detection can substitute on a year-for-year basis for the required college education.

Possession of a valid Driver License.

The position has regulatory responsibilities and is subject to the provisions of s.112.313, F.S., and Section 60L-36.003, Florida Career Service Rules and Regulations.

JOB DUTIES:

GENERAL STATEMENT:  This is a professional position assigned as the Regulatory Supervisor in a Citrus Health Response Program (CHRP) Immokalee Field Station.  The incumbent is responsible for planning, assigning, supervising and directing the daily operations of OPS employees in a regulatory unit of a Pest Eradication and Control (PEC) Citrus Health Response Program Field Station.

Evaluates workload within the Regulatory Unit to maintain equity and efficiency.  Recruits and assists in the selection of OPS employees to fill vacancies in assigned areas.  Ensures that an adequate number of regulatory personnel are available to achieve the required inspection goals and objectives.  Compiles and reviews necessary reports on regulatory activities, ensuring punctuality and accuracy.  Institutes quality controls to verify that inspections are done accurately in accordance with approved procedures.  Ensures that all safety regulations and other department procedures are followed.   Evaluates performance and initiates disciplinary action when appropriate.  Researches and recommends measures to improve productivity.

Investigates and resolves complaints and problems that arise in assigned area.  Communicates regulatory and program goals and objectives to the public, as necessary.  Participates on various committees as appropriate.   Maintains communication between other CHRP program areas.  Travels outside of assigned work area as needed when requested by Statewide Regulatory Director or Bureau Chief.

Serves as the field station liaison to the Statewide Regulatory Director.  Prepares specialized reports, as requested by the regulatory director.  Attends remote meetings and workshops, as necessary, to effect compliance with the CHRP regulatory policy.

Serves as the backup Commercial Survey Supervisor.

Performs related work as directed by the supervisor.

Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.

Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner.  

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of citrus and citrus pest problems.
  • Knowledge of Federal, State, and Division policies, rules, and regulations used in citrus/plant inspections and the ability to apply such to relevant situations.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to use GIS mapping, GPS equipment, and Microsoft Office.
  • Ability to determine work priorities, solve problems, and make assignments.
  • Ability to maintain an effective working relationship with the agriculture industry and the public.
