The Local Coordination Team is comprised of a Program Director, Data Manager, an Epidemiologist lead and 8 local coordinators. The primarily role is to have a working knowledge and application of the metrics from the Blueprint for a Safer Economy for county tier assignment. This role requires strong epidemiological support responding to requests for alignment of state and local data, replication of data, researching the potential areas of discrepancy in the data submission and analysis during tier adjudication as requested by the counties.



The role of the Local Coordination Team is to:



  • Attain the pulse of local communities such as their relationship with trusted partners, (ex: funded and unfunded CBOs), elevating their needs, and serving as an advocate of county efforts.

  • Inform data-driven policy action from direct connections to counties and scientific data.

  • Work in partnership to develop preventative COVID-19 response measures in tandem with local health leadership.

  • Connect counties to larger state-wide initiatives (ex: bilingual education/literature).

  • Strengthen relationships between counties and the State.

  • Facilitate and drive dialogue about non pharmaceuticalinterventions that best suit the needs of the county.

  • Support a health equity lens.

  • Communicate and capture county level concerns and issues and elevating to leadership through regular communication channels.

ESSENTIAL FUNCTIONS



  • Specialize in knowledge and management of large, complex data sources used by the epidemiology team for COVID- 19 surveillance, such as case-based surveillance data, electronic laboratory reporting data (ELR), electronic case reporting data (eCR), and death certificate data.

  • Ability to use metrics from the Blueprint for a Safer Economy in three areas to actively monitor and inform the state of a countys COVID-19 response.

  • Establish and maintain reliable, efficient, and effective methods for communication with unit members via web-based applications, telephone and email to maintain awareness of team capacity, status of data and immediate needs.

  • Analyze and resolve problems and demonstrate expert subject matter knowledge.

  • Implement and revise protocols as needed to ensure timely and accurate COVID-19 surveillance data reporting to all partners.

  • Provide technical assistance and expertise on data management, cleaning, de-duplication, record matching, and analysis of surveillance data sets by using SAS programming languages.

  • As needed, coordinates with the Coronavirus Sciences Branch Team, including the Epidemiology Team and participates in conference calls/meetings for collaboration and communication.

  • Provide technical support and subject matter expertise to data analysts responding to requests for data visualizations, summaries, and data extracts to support the COVID-19 response; assist with completing data requests as needed.

  • Communicate effectively and efficiently with team members via telephone and email. Assist with the generation of data sets, data visualizations and written and oral reports.

  • Clean data and maintain data quality and completeness, as needed and requested.

  • Assist with the generation of data sets, data visualizations and written and oral reports.

  • Present at meetings, if applicable.

  • Participate in conference calls with epidemiology and laboratory partners at CDPH or other local and federal partners as needed.

  • Collaborate effectively in a team environment.

NON-ESSENTIALFUNCTIONS



  • Coordinate and facilitate teleconferences and meetings, as required.

  • Perform other duties as directed by the Local Coordination Team Project Director and identified by the Epidemiology Lead.

JOB QUALIFICATIONS



  • Demonstrated ability to effectively communicate orally and in writing with public health and healthcare professionals and internal partners.

  • Ability to perform data entry, data cleaning, and data quality assessment with attention to detail.

  • Analyze data as requested (e.g. to determine number and rate of COVID-19 cases, stratify data by jurisdiction, demographics, and key factors, monitor and assess for trend).

  • Assist with the generation of data sets, data visualizations and written and oral reports.

  • Coordinate and interact with state and local public health departments, laboratories, Communicable Disease (CD) Controllers and other health agencies.

  • Knowledge and application of Health Insurance Portability and Accountability Act (HIPAA) requirements and protection of health information.

  • Knowledge and skills related to analysis of public health surveillance data.

  • High level analytical and problem-solving skills.

  • Ability to complete assignments in a timely and efficient manner.

  • Ability to prioritize and manage multiple tasks and work independently.

  • Demonstrated reliability and integrity.

  • Fluency in spoken English is required.

  • Strong knowledge of public health surveillance data management.

  • Strong analytical and problem-solving skills.

  • Experience with web-based reporting systems (e.g. CalREDIE); electronic laboratory reporting and electronic case reporting.

  • Ability to make time sensitive decisions in complex situations.

  • Ability to prioritize, delegate and manage multiple tasks.



Education/Experience



  • Masters degree in public health or related field, required.

  • Doctoral degree in epidemiology, biostatistics, or other closely related fields, preferred.

  • At least three years of experience working as an epidemiologist or data analyst in a public health setting, required.

  • Experience in data entry and analysis, required.

  • Strong knowledge and use of modeling/statistical software such as Statistical Analysis Software (SAS), R, Python required.

  • Basic knowledge and use of data visualization software such as Tableau, preferred.

  • Strong knowledge of epidemiological/biostatistical methods, required.

  • Ability to make time sensitive decisions in complex situations, required.

  • Strong organizational skills, required.

  • Experience with clinical terminology and interpreting laboratory testing results, preferred.

  • Prior knowledge and experience in use of CalREDIE, preferred.

  • Expert knowledge of SAS (3 years minimum), preferred.
