Functional Specialist/Advisor (Expert)

Overall Assignment Description:

Provides expertise, guidance, consultation, facilitation, and thought leadership to the client based on specialized in-depth expertise in such fields as: engineering and technology; policy and administration; planning; collection; analysis; training and development; communications; business; and management. Ensures that quality is an integral part of the development and design of products or services.Develops complex system alternative solutions to provide technical leadership for many of the customers highest priorities, including the Intelligence Community (IC) Advanced Campaign Cell (ACC), an Office of Director of National Intelligence (ODNI)-chartered organization whose mission is to develop and apply innovative analytic and collection methods, technology, and tradecraft techniques to include model driven methodologies that integrate multiple disciplines in support of the communitys efforts against the hardest problems. The IC/ACC supports expectations as prescribed by the ODNI Augmenting Intelligence Using Machines (AIM) Initiative. This initiative demonstrates the art-of-possible via Artificial Intelligence (AI) and Machine Learning approaches applied to selected contents, applies innovation to advanced Activity Based Intelligence (ABI) and Object Based Productions (OBP) practices in context of human and machine-augmented capability.

Duties include:

  • Defining Intelligence Community models and their components to include governance, processes, technologies and workflows to drive changes for the strategic vision, goals and objectives for ODNI doctrine, policy, organizations, capabilities, initiatives, products and services to inform decisions on acquiring and delivering mission outcomes.
  • Analyze Intelligence Community needs and requirements to determine approach and feasibility of campaigns to address gaps for the IC.
  • Integrate program and project solutions that cut across Whole of Government activities, ensuring the multiple parts come together seamlessly to address mission capabilities.
  • Lead a collaborative team of specialists (e.g., analysis, collection managers, technologies, and scientist) from within IC/ACC and across the Community Partners.
  • Provides expert advice to the Government in the areas of relating vision, strategy, plans, needs, requirements, and process and capability developments.
  • Review existing programs and assist in making refinements to improve current techniques.
  • Confer with analysts, collectors, engineers, programmers and others to design mission solutions and to obtain information on capabilities, performance requirements, and identify gaps.
  • Assure efforts, projects and campaigns align to the IC ACC Framework leveraging the unique accesses and authorities to evolve collection, linked knowledge, and analysis tradecraft.
  • Author and publish final reports and correspondence concerning projects, campaigns, activities and their status.


Skills and Experience:


  • Bachelors degree in Mathematics, Computer Science, Information Technology, Management Information Systems, or related STEM degree program.
  • Project Management Professional (PMP), DAWIA Level III certification in Program Management or equivalent specialized experience with Project Management techniques.
  • Demonstrated experience in leading collaborative teams of specialists (e.g., analysis, collection managers, technologies, scientist) with Industry and across the Community Partners such as DOD and Law Enforcement.
  • Demonstrated experience in presenting technical status, progress, and updates of current and proposed activities to senior executive levels to include Industry and Intelligence Community Agency Heads.
  • Demonstrated experience in leading activities to demonstrate viability of technical innovation such as integrated intelligence tradecraft, technology and workflow and documenting the changes for process and policy.
  • Demonstrated experience in guidance, consultation, facilitation, and thought leadership to the client based on specialized in-depth expertise in such fields as: technology, leadership, business, and management.


  • Working knowledge of Model Based Systems Engineering processes.
  • Demonstrated experience in photogrammetry, remote sensing, image science, information sciences, geographic information systems, geomatics, or related fields.
  • Previous IC or DoD program/project work experience with C Suite interfaces.
  • Experience engineering solutions using Automation, Augmentation and Artificial Intelligence technologies.
  • Experience engineering solutions using structured and unstructured Big Data.
