Description
The contractor serves as financial support in the Office of the Secretary within the U.S. Department of Transportation, specifically the Office of the Under Secretary. Skilled at performing duties at the Financial Analyst I level and have demonstrated experience for the Financial Analyst II labor category in addition to more advanced capabilities. Responsible for planning, organizing, executing and controlling performance of technical, business and financial services projects, ensuring that goals and objectives are accomplished within prescribed timeframe and funding parameters. Provides primary interface with client management personnel regarding strategic issues. Coordinates all parties to tasks, performs quality assurance reviews of project deliverables and activities for completeness, quality, and adherence to customer requirements. Delivers presentations and leads client meetings. Expected to be solutions oriented and perform all duties at the expert level with minimum to no supervision.

Examples of potential assignments include but are not limited to:

  • Review and process invoices for payment under the Essential Air Service (EAS) program; including review and assessments of invoices under the internal review process.
  • Utilize, conduct, and develop scheduled and unscheduled analyses for the EAS program.
  • Perform fund status analyses for the EAS, Safe Skies for America (SSFA), and Small Community Air Service Development (SCASDP) program.
  • Address external stakeholder, air carrier, and airport inquiries.
  • Field requests from the Budget Office (OST-B), Freedom of Information Act (FOIA), Office of Management and Budget (OMB), Government Accountability Office (GAO), Office of the Inspector General (OIG), and Congressional requests.
  • Interface with OST-B and Office of General Counsel (OGC) on issues related to the aviation programs within S-3.
  • Present deliverables and recommendations to the client (career staff and non-career staff).
  • Maintain administrative tasks associated with EAS, SSFA, and SCASDP programs; these items include procurement actions, ad-hoc reports, payroll reconciliation, undelivered obligation (UDO) reports and so forth.
  • Conduct DATA Act reporting, reconciliation, and DATA Act Accountability Officer (DAAO) Statement of Assurance (SAO) signoff.
  • Carry out budget formulation process for programs that are housed in the Office of the Under Secretary.
  • Develop and maintain projections associated with the aviation programs within the S-3 suite; keep the client abreast of account statuses and offer suggestions to foreseeable issues.
  • Remain abreast of financial reporting requirements, guidelines, circulars and the similar under guidance issued in the federal government and those implemented at the Department level.
    Qualifications

    Education

    Education & Experience: Minimum 5 years' experience in Financial Management, a
    Bachelor's degree or higher in any Accounting or Business-related field of study from an accredited university.
