The Director, Government Affairs, is responsible for leading PPG Government Affairs and the PPG Political Action Committee (PPG PAC), both within PPG's Corporate and Government Affairs (C&GA) department.

Government Affairs (GA) responsibilities cover federal, state, and international-level activities, and include advocating to shape legislative and regulatory outcomes, legislative tracking, facility tours, relationship-building, programmatic funding and winning incentives.

PPG PAC responsibilities include management of disbursements to candidates, receipts from employees, event planning, and the annual PPG PAC membership drive.

Primary Duties and Responsibilities

1. Public Policy Advocacy

  • Lead, develop and implement federal, state, and international policies and legislative priorities and protect company's business interests
  • Create the strategic plan that details the direction and focus of the GA area for PPG
  • Direct external messaging with internal stakeholders including, but not limited to, C-suite and all SBUs and functional groups
  • Direct federal and state lobbying and establish/strengthen relationships with elected officials and regulators that support and reinforce operational decisions
  • Leverage and streamline trade associations and meet with key stakeholders on PPG priorities
  • Spearhead key trade, regulatory, and energy issues and help support day-to-day federal government, association, and consultant relationships
  • Oversee internal and external inquiries related to government contracts, sales, and product IDs
  • Drive compliance to assure all activities adhere to the requirements of all PPG policies and external regulations
  • Work with the Corporate Communications team to proactively communicate key PPG policy positions in the media and with key trade associations
  • Represent PPG in key government and trade association meetings
  • Provide overall governance and leadership of the GA area with team members globally

2. PPG PAC
  • Direct, support, and implement decisions of PPG PAC Chair and Executive Committee
  • Initiate, create and represent PPG at fundraisers with elected officials
  • Design, implement, evaluate, and analyze annual PPG PAC Membership Drive
  • Develop PPG PAC budget; monitor and report on ongoing month-to-month spending
  • Collaborate with PPG Treasury, Legal, HR, IT, and other internal groups for effective PPG PAC management and administration
  • Outline PPG PAC slides for PPG PAC Executive Committee meetings and internal stakeholder meetings
  • Drive and lead the PPG PAC Executive Committee meetings and membership, ensuring all members are briefed on all relevant activities

3. Government Incentives
  • Identify company-wide opportunities for grants, loans, and tax credits and develop a plan to execute
  • Coordinate - internally - with PPG Corporate Strategy department, ACT process, and facility managers to successfully apply for incentives
  • Engage - externally - with government stakeholders at state- and local-level, both office holders and agency officials, to leverage and develop key relationships

5. Lobbying Disclosure and Compliance
  • Assure GA properly files quarterly LD-2 and state filings for PPG; and half-year LD-203 filings for PPG PAC and PPG registered lobbyist (as needed)
  • Website disclaimer management
  • Lead coordination with PPG Legal, PPG Chief Compliance Officer, and outside legal counsel on FEC rules and regulations

6. Business Development, Customer Engagement
  • Develop and drive detailed plan to support the businesses as needed when government policy or interactions are a component of the business plan/activity
  • Manage incoming requests from business units related to business development, customer needs, and supplier activities
  • Work closely with stakeholders and business units to develop, strategize, and execute business growth initiatives
  • Support government specific bids, including infrastructure, airport, road, and other publically-funded projects
  • Seek government entity-specific bids including publically-funded hospitals, universities, and buildings

7. Website Management
  • Oversee the development, design, and execution of PPG government affairs and PAC websites
  • Oversee all external content providers and internal IT support staff to fully mobilize website capabilities, employee resources, and overall user experience

8. Internal Reporting
  • Track and report all GA and PPG PAC activities for internal and external reporting
  • Oversee the advocacy matrix for federal, state, and international policy positions and GA activities
  • Ensure that PPG Today articles are consistently published to communicate significant PPG GA and PPG PAC activities

9. Graphic Design and Presentation
  • Initiate and maintain one-pagers, presentations, op-eds, infographics, and other materials that support GA and PPG PAC activities

Minimum Required Experience and Education:

  • A minimum of a Master's degree in public affairs, government relations, economics, or related business discipline required. A Juris Doctorate in public affairs, government relations, economics or related business discipline preferred.
  • A minimum of 10+ years of experience in public policy and experience managing a political action committee, including receipts, disbursements, and fundraising drives.
  • Must possess in-depth knowledge of government at the federal, state, and international levels
  • Previous campaign experience preferred.
  • Must understand top manufacturing public policy issues.
  • Must possess experience engaging and influencing government officials.
