Organizations within the boundaries of the Seventh District are located within Illinois, Indiana, Michigan, Wisconsin, and Iowa.

Job Summary
The Information Technology Risk Examiner (IT Examiner) conducts specialty and target examinations and other supervisory activities focused on IT and Information Security/Cyber risks. This includes responsibility for analyzing examination data to determine and make conclusions in examination findings as well as collecting District and System data to identify risks and trends. The IT Examiner will need to be fluent in IT/IS control environments and be able to clearly identify examination risks relative to IT via on- and off-site monitoring activities to ensure that institutions are operating in a safe and sound manner.

The IT Risk Examiner will leverage horizontal Federal Reserve System data, internal and external reports, visitations, examinations, and continuous ongoing supervision, to develop well written summary reports organizations current conditions, complexity of activities, and evolving risks. This role will also be responsible for preparing and presenting internal communications with Boards of Directors and Senior Bank Management in order to foster positive change within the organization. The IT Examiner should be able to lead examinations of financial institutions IT programs, review/manage the work of assigned team members, and support all stakeholders.

The Examiner will serve as a leader in the field, provide input on IT training needs, continually look for improvements to the supervision process, and provide guidance to other less experienced staff. The Examiner will also work closely creating synergies with team members specializing in Bank Secrecy Act/Anti-Money Laundering risk. The level of work required is considered advanced and staff must be able to work under minimal supervision. This job does not have any direct reports.

Essential duties

  • Function as Technical Leader capable of IT oversight of complex organizations and supervisory issues.
  • Plans, directs, and coordinates IT examinations of complex financial institutions. Prepares and delivers examinations work papers, reports, and summaries that support examination findings to internal and external stakeholders
  • Identifies and assesses significant IT and Cyber risks at financial institutions and holding companies resulting in the development and recommendation of supervisory actions and responses arriving at sound, supportable conclusions.
  • Determines the adequacy and efficiency of IT risk management systems for mitigating and controlling risks.
  • Determines the effectiveness of management, IT/IS controls, and compliance with the applicable prescribed laws and regulations.
  • Monitors a portfolio of complex institutions and holding companies and provides ongoing summary reports on the organization's current condition and any emerging IT and Cyber risks.
  • Interprets information and reviews data in order to make sound decisions, establish work priorities, and develop written hypotheses to facilitate the understanding of IT and Cyber events as well as make projections to forecast trends.
  • Develops and maintains ongoing relationships with supervisory personnel at the Board of Governors and other Reserve Banks, as well as Senior Management and Directors of supervised institutions and holding companies to ensure thorough communications of examination and supervisory issues.
  • Leads or participates in the understanding of systemic IT risks and supervisory concerns.
  • Actively contributes to and leads efforts to improve the efficiency and effectiveness of the IT examination process.
  • Participates in departmental and system-wide initiatives, including, but not limited to, working with staff from other Reserve Banks, the Board of Governors, and other regulatory agencies.
  • Provides clear and effective written documents such as supervisory reports, analyses, and plans for broad guidance, comprehensive project proposals, and/or complex issue analyses.
  • Provides coaching and mentoring to less experienced examiners and instructs training sessions with internal/external counterparts.

    Education and Experience

    Senior CRSB Examiner

  • Bachelor's degree or equivalent experience
  • Seven plus years of direct work related experience
  • Specialty Examiners require certification or five plus years of experience in risk area of specialization
  • IT or IS certifications preferred, but not required (i.e., CISA)

  • Ability to provide guidance and constructive feedback to less experienced staff and peers
  • Possesses strong teamwork skills and the ability to build and work collaboratively within and across work teams
  • Demonstrates the ability to effectively lead and influence a team without authority and to resolve moderately complex to complex issues
  • Demonstrates the ability to manage time and projects effectively by adjusting quickly to new and different priorities
  • Possesses a strong proficiency in Microsoft Office products
  • Possesses general business acumen

    Other Requirements

  • Ability to travel up to 50%
  • This position requires access to confidential supervisory information, which is limited to "Protected Individuals" as defined in the U.S. federal immigration law. Protected Individuals include, but are not limited to, U.S. citizens, U.S. nationals, U.S. permanent residents who are not yet eligible to apply for naturalization and U.S. permanent residents who have applied for naturalization within six months of being eligible to do so.
