Tetra Tech's Disaster Response Division is currently seeking a Lead Case Manager located in Houston, TX.

The selected candidate will preferable have experience in HUD funded post-disaster grant and case management programs. This specifically includes federally funded program management and administration.

Roles and Responsibilities:

  • Oversee and direct case manager workload;
  • Oversee and direct outreach to prospective CDBG-DR applicants;
  • Direct intake period and assist applicants in completing their files for eligibility;
  • Completing data entry, scanning/uploading or documentation, answering phones and maintaining communication logs
  • Actively ensure quality case files and client interactions;
  • Maintain applicant data for all Houston,TX CDBG-DR program applicants, daily review and quality control of incoming data;
  • Assist in determining applicant eligibility for the specific CDBG-DR program;
  • Produce and present weekly reports for client review;
  • Complete QA/QC of program deliverables and client deliverables;
  • Prepare a written recommendation on the received applications;
  • Coordinate with local agencies and non-profit groups for information use to verify case files;
  • Meet with prospective applicants to describe the programs, review applicable required materials and provide technical assistance;
  • Act as a liaison between applicants and CDBG DR staff to assist in scheduling the required project inspections for compliance with program requirements;
  • Assist applicants through construction process, up until project closing;
  • Review submitted applications for compliance with the program guidelines and policies;
  • Conduct eligibility calculations and duplication of benefit reviews;
  • Maintain final applicant folders and applicant data;
  • Evaluate issues and work with the Assistant Program Manager; Program Policy Expert, and Program Manager and develop proposed solutions;
  • Travel throughout the County and visit sites of proposed projects;
  • Other duties, as assigned.


  • Ensure a positive and non-hostile work environment exist at all project sites.
  • Maintain knowledge of federal grant programs in order to interact with clients (grantees and sub-grantees), federal agency representatives, peers, managers and project staff

    The ideal candidate should have the following:

  • Minimum of bachelor's degree in related field and 2 years of related work experience with working knowledge of case management. A combination of industry experience and degree may be substituted.
  • High attention to detail and experience with data tracking and monitoring
  • PC, Microsoft Office Suite knowledge required (specifically strong Excel skills)
  • Ability to learn project-specific computer systems as needed (specifically SharePoint and proprietary computer systems).
  • Individuals in this position are expected to maintain a professional demeanor, have strong analytical skills, excellent verbal/written communication and interpersonal skills, the ability to effectively interact with individuals from various cultures and backgrounds. Individuals in this position must also have the ability to work independently, as well as within teams of consultants.
