Job Description

Role Description:

The Global Trade Compliance (GTC) Manager, Investigations & Disclosures is a key member of the FLIR team responsible for investigating global trade matters. The Manager will interpret global trade regulations (e.g. the International Traffic in Arms Regulations (ITAR) or Export Administration Regulations (EAR)) as they apply to the Company, lead investigations, and draft disclosures and closure memos related to potential violations of the regulations. The Manager will also develop, in partnership with business representatives and Global Trade subject matter experts, corrective action plans that remedy potential violations and strengthen the Companys overall compliance program. This position will report to the Senior Director and Counsel for Investigations & Audits.

Key Responsibilities:

  • Lead internal investigations related to potential regulatory violations.
  • Conduct all aspects of an investigation, including creating an investigation plan, interviewing employees, reviewing documents, and drafting government disclosures or closure memos.
  • Supervise the investigative work of other members of GTC.
  • Work with Global Trade staff and business representatives to conduct root cause analysis and develop effective corrective action plans for violations of regulations and Company policy.
  • Manage, validate, and close corrective actions.
  • Respond to government inquiries on ITAR, EAR, and other trade related matters.
  • Plan and manage audit activities including developing protocols and drafting audit findings.
  • Develop case studies, trainings, and communications related to GTC compliance issues.
  • Assist the GTC VP and Senior Director of I&A on special projects.
  • Other duties as assigned.

  • Strong investigative skills with prior experience in investigating in business operations.
  • Proven ability to understand government regulations with focus on the ITAR requirements.
  • Keen judgment, discretion, and ability to maintain confidential information.
  • Excellent writing skills; must be able to assimilate and analyze complex information and draft clear and concise narratives.
  • Strong interpersonal skills; effective oral communication skills; proven ability to conduct interviews.
  • Ability to multitask and manage competing deadlines.
  • Ability to work independently but remain a team player.
  • Proficiency in using spreadsheets, PowerPoint, and databases.


5 to 7 years of internal investigations experience, including significant experience investigating global trade matters. Strong candidates will have prior ITAR consent agreement experience or a law degree from an accredited university with a minimum of 3 years of experience working for a law firm, government agency, or private company on ITAR and other export control related matters.
