Under the direction of the Dir., Strategic Project Management develop, deploy and manage key programs aimed at improving quality of health care (including efficiency, service, and clinical outcomes), to support clinical integration, and system improvement. Support enterprise-wide strategic initiatives to innovate for improved patient care and service to the community across EmblemHealth. Develop detailed implementation plans, translate roadmap into project plans with key activities, dependencies, assignment of responsibilities. Establish governance structure including reporting format, cadence, and prepare all supporting documentation. Inventory key decision points, document risks and barriers and mitigation plans. Coordinate business, clinical, operations stakeholders to document business requirements. Monitor progress of projects; provide feedback and recommendations; compile and present results of analyses to appropriate parties; and develop and prepare meeting materials that monitor progress. Work across the enterprise with Service Operations, Clinical, Provider Network and IT to identify, track and drive key deliverables for health care integration.


  • Ensure appropriate resources have been allocated to maximize chances of project success.
  • Facilitate project meetings, provide status updates; ensure visibility and availability of project information.
  • Ensure proper development, preparation, and delivery of all project related documentation and communication.
  • Identify, anticipate, prevent, and mitigate/resolve issues and obstacles that impede project completion.
  • Prepare project deliverables including project plans, status report updates, and key milestones trackers.
  • Design intervention strategies for helping members meet their health goals, promote wellness and remain in the community (preventing unnecessary emergency care and admissions).
  • Develop quality metrics, baseline measures, targets and utilization/cost/ performance assessment tools through information, data collection analytics and market research.
  • In concert with senior leaders, develop, direct, and manage the operations, care coordination systems, medical management operations, quality improvement functions and attendant processes and operations across EmblemHealth.
  • Cultivate strong relationships internally with leadership and necessary stakeholders for effective cross-functional collaboration; organize different individuals, stakeholders, and business leaders (internally and externally) around shared goals.
  • Work with department leaders and project team members to develop and maintain an up-to-date integrated project plan, and to ensure that objectives, timelines, and key deliverables are specified.
  • Provide expertise and vision with respect to planning, development and execution of goals and objectives, acting as overall project manager.
  • Oversee and evaluate team activities and functions to ensure success and achievement of financial and timeline targets.
  • Manage resources and priorities, risk mitigation, metric management, analysis, contingency planning, and reporting.
  • Maintain a working knowledge of current evidence-based guidelines and national trends and best practices in quality measurement.
  • Participate in the evaluation of leading-edge tools to improve the delivery of healthcare and the experience of members and providers.
  • Manage relationships between partners and Plan; cultivate and maintain alliances, understand provider needs, manage satisfaction and communicate expectations.
  • Collaborate with clinical leaders and key stakeholders to study data and processes, support population health management programs and performance improvement initiatives, and implement evidence-based interventions.
  • Manage the coordination of various workgroups, committee meetings, and other best practice sharing events.
  • Explore service and partnership opportunities and identify new market expansion opportunities.
  • Participate in review and assessment of provider contracts, and interface with VP/SVP and Medical Management leadership to facilitate implementations of new target populations, measures or providers.


  • Bachelors degree in Business, Finance, Health Administration or related field required
  • MBA or other advanced degree preferred
  • PMP Certification preferred
  • Minimum 5 8 years experience in operations or program management within the healthcare industry, including five years significant leadership and management required
  • Experience and strong interest in operations management in healthcare or community-based services required
  • Ability to prioritize and resolve critical issues efficiently and effectively required
  • Strong quantitative, analytical and technical skills relating to data management, analysis and presentation (experience analyzing and manipulating data sets and creating effective presentations) required
  • Strong PC / Microsoft application skills including Word, Advanced Excel, and PowerPoint required
  • Strong oral and written communication skills required
  • Ability to deliver presentations to a wide variety of audiences required
  • Ability to effectively plan and facilitate meetings and workgroups required
  • Excellent organizational skills and attention to detail, ability to work independently, manage multiple tasks and projects, meet deadlines, and manage to schedule required
  • High degree of initiative along with ability to act as a team player required
  • Ability to develop effective relationships with a broad array of people (different levels of management and clinical experts)
