ESSENTIAL JOB FUNCTIONS: Works under the general direction of the Organizational Development Manager in planning, developing and implementing activities for employee testing and learning. Drives complete life cycle for leadership development offerings from diagnosing (needs assessment) to designing (instructional design) to delivering (facilitation) in a variety of formats. Partners with business leaders to understand needs, research and recommend learning interventions, and prioritize learning investments to support overall business strategy. Creates learning products to include but limited to web-based training, on-line help, reference tools, interactive media resource venues, and user manuals. Creates and/or administers testing products such as entry tests, promotional tests, skills tests, physical abilities tests, personality tests, work samples, and assessment centers. Conducts job analysis for testing purposes to identify Knowledge, Skills, and Abilities (KSA). Ensures all learning and development deliverables accurately reflects the needs of the organization and individual. Provides both formal and informal learning and developmental offerings to all City employees. Provides performance consulting to support management in improving workplace performance and effectiveness. Creates an array of valid, reliable, and systematic measurement tools to include but limited to surveys, testing platforms, interviews, focus groups, for all learning and/or testing modalities. Expands professional field of expertise through proactive research and cultivation of relationships both inside and outside the organization. Participates in and may lead special project teams. Coordinates the administration of surveys and other tests through various technologies and platforms. Designs and delivers learning programs to reflect knowledge in adult learning principles, both inside and outside of traditional classroom environments. Facilitates and administers programs with demonstrated self-confidence and an ability to adapt content and conversations to meet the needs of the audience. Creates and compiles various reports by utilizing various Microsoft applications for management to review and analyze. Interacts and communicates verbally and in writing with general public, management, and other staff members regarding testing and learning objectives, projects, issues, and concerns.

OTHER FUNCTIONS:
1. Performs functions of peers and any subordinates as needed.
2. Performs additional duties as assigned (essential or otherwise).



TYPICAL PHYSICAL DEMANDS: Must have excellent oral and written communication skills. Requires the ability to operate general office equipment, such as a computer, copier, and telephone. Requires the ability to operate a motor vehicle. Must be able to travel to facilitate trainings at various sites within the city. Involves contact with employees at all levels and various government agency officials.

TYPICAL WORKING CONDITIONS: Work is performed in an office environment. May require frequent travel throughout the city for training and testing purposes. Must be able to interact diplomatically with citizens and businesses regarding testing and learning issues and problem resolution. May be exposed to noise, fumes, odors, and all types of weather conditions while inspecting or visiting worksites and/or facility locations. Some evening, weekend, or holiday work may be required.

MINIMUM QUALIFICATIONS: Bachelors degree in Business Administration or related field and six (6) years of experience in the learning and development field with four (4) of the six (6) years in a supervisory capacity; or any combination of experience and training which enables one to perform the essential job functions. Must possess and maintain a valid driver license as a condition of continued employment. Working experience in communicating personnel policies and labor contract memorandums preferred.
