Behavioral Health System Baltimore (BHSB) is seeking candidates for the position of OCC Project Coordinator, to work full time out of our Baltimore City, MD office. The position is part of the organizations Clinical Services team. The OCC Project Coordinator monitors and oversees service delivery for the Outpatient Civil Commitment (OCC) pilot project which engages consumers ordered to involuntary outpatient treatment as a condition of release from inpatient civil commitment and those who choose OCC services voluntarily. This is a pilot project in Baltimore city, and as such requires specific knowledge and skills related to project start up. This position will involve monitoring and evaluation of provider performance and progress of individuals served, working in close collaboration with providers with regard to the engagement with and service delivery for consumers in the programs.

This position offers the incumbent unique growth and leadership opportunities to plan and implement a new program on a system level in Baltimore City. The incumbent will meet with stakeholders throughout the city to coordinate and build the program.

This position works within the Programs department, which develops and manages a range of early intervention, treatment and recovery services for individuals and families with mental illness and/or substance use disorders. The department oversees services within the larger Medicaid fee-for-service system, as well as those directly funded by BHSB through private and public grants, including child and family services, peer support services, medication-assisted treatment, criminal justice diversion, and crisis services for youth and adults. The team collaborates with providers, city and state agencies, and other system partners to implement best practice programming and new or innovative pilots.

Essential Functions

Leadership and Strategic Direction:

  • Engage in strategic planning in collaboration with colleagues, treatment providers and community stakeholders to develop and implement strategies for enhancing access to and the quality of care provided in the Public Behavioral Health System.

  • Participate in and/or organize/facilitate internal or external committees or teams as indicated.

  • Actively contribute to the organizations work with forward thinking in evaluating areas of service, systems and partnerships, both internally and externally, and provide input to areas of potential value.

  • Evaluate and review service delivery system methods and recommending changes when warranted

Accountability and Relationship Development:

  • Ensure effective service delivery for consumers receiving services through the OCC pilot project

  • Review and evaluate service delivery system methods and recommend changes when warranted

  • Provide assistance to and maintain effective working relationships with OCC service providers, Administrative Law Judges, and other OCC project partners

  • Coordinate crisis management services as needed ensuring the public behavioral health system is accountable to meeting the needs of the consumer

  • Facilitate communication between community providers and other stakeholders about relevant issues and information

  • Review and evaluate information on service delivery system outputs and activities to identify gaps in resources and recommend improvements

  • Prepare project reports and correspondence as needed

  • Develop data collection tools, documentation and other forms as needed

  • Review and determine initial eligibility for OCC referrals; and assist hospitals with scheduling OCC hearings

  • Provide education to hospitals and other community partners regarding OCC; create education tools/documents as needed

  • Work effectively and collaboratively with others, both internally and externally.

  • Serve as part of BHSBs disaster response team as needed, in any capacity that is needed.

  • Perform other duties as assigned.


  • Possession of Masters Degree in social work, counseling/psychology, human services, public health, public administration or allied health field and five years experience in behavioral health or a related field.

  • Licensure required:LGPC, LGSW, LCPC, LCSW-C

  • Knowledge of regulations, legislation, current developments and evidence based practices within behavioral service system.

  • Knowledge of resources available to internal and external partners within the public behavioral health system.

  • Demonstrate cultural competence and a commitment to Equity.

  • Must be able to express self adequately in written and oral communication and to communicate effectively in an interdisciplinary, culturally diverse setting with staff, stakeholders, and regulatory agencies.

  • Excellent written and verbal communication skills.

  • Ability to interact with leadership in Baltimore City.

  • Ability to work effectively with community organizations, community leaders, service providers, consumers and their family members and other stakeholders.

  • Knowledge of how services are delivered within the public behavioral health system.

  • Intermediate to advanced expertise in using technology to support work processes, including but not limited to Microsoft 365 programs.

  • Knowledge of the needs of individuals with serious mental illness.

  • Ability to analyze service delivery and administrative problems, generate and evaluate alternatives, formulate recommendations and institute effective solutions.

  • Knowledge of principles of consumer centered treatment planning.

  • Ability to form strong working relationships with a wide range of operational partners.

  • Ability to travel locally 50% of the time is required.

  • Strong clinical assessment and treatment planning skills.

  • Ability to work in a professional, confidential, and collaborative capacity.

  • Ability to resolve complex issues and prioritize tasks.
