Product PMO Manager

eGovernment (eGov) partners and supports the U.S. Treasury's mission to expand the use of digital transactions across the Federal Government. The group provides strategic-level leadership, industry knowledge and innovative thinking to assist with Treasury's end goal of all-electronic payments and disbursements.

Position Summary

Responsible for increasing organizational efficiency, implementing new initiatives through effective utilization of resources, excellent communication, and alignment of cross-functional priorities. Assists in oversight of product project management execution team (project managers and project coordinators). Leads project managers responsible for complex large scale product technology projects across a diverse portfolio supporting all aspects of the product development and management lifecycle.

Essential Accountabilities

1. Manages and improves the existing portfolio, program and project management processes, including change management, organizational communications, key metrics and dashboards.

2. Develops strong, collaborative relationships with the cross functional teams to ensure successful execution and delivery of strategic initiatives.

3. Shares program/project process frameworks, tools, and best practices that can be adopted throughout the organization.

4. Leverages and manages the selected tools to provide visibility in portfolio/program/project status to improve visibility and facilitate decision-making at all levels of the organization.

5. Participates in a roll-up of the portfolio of key initiatives on a monthly basis and escalates specific program decisions requiring executive attention.

6. Leads a team of program managers, project managers, and/or project coordinators, matching capacity and delivery to ensure the right staff are assigned to the right initiatives within the organization.

7. Manages project management professionals with direct accountability for hiring, budgeting, team accountability, team/process development, and evolving the role of the PMO within the organization.

8. Plays an active role in building function through the mentoring and development of talent.

9. Drives value across the organization by continuously improving how technology delivery and financials are managed and monitored.

10. Partners and proactively communicates across multiple groups to promote transparency and understanding related to project/product planning, forecasting and delivery processes.

11. Champions journey to become an agile/lean project management organization, through skill and knowledge of the project management function, to ensure outcome driven value for the organization and partners.

12. Sponsors process and practice improvements in the project management environment and serves as a catalyst for project management excellence.

13. Assesses business needs, prioritizes accordingly and escalates appropriately.

  • Performs other duties as assigned or requested.

  • Adheres to the Banks attendance policies through regular and prompt attendance.

    Education and Experience

  • Bachelor's degree with a minimum of 5 years of diverse professional work experience which may include 1+ years of previous lead or supervisory responsibilities.

  • Minimum of 4+ years of experience in agile based Project Management or equivalent experience, ideally in a cross-functional technical delivery capacity

  • Certified Scrum Master for 3+ years

  • Leading teams in the product technology field and technology project delivery

  • Enabling delivery and business value through project management excellence, relevant processes and tools

  • Demonstrates agile mindset in the execution of project management principles & practices (PMI/CMMI/Agile Alliance/Scrum Alliance)

  • Proficiency with Enterprise Project Portfolio Management tools. (Clarity, VersionOne, JIRA, etc.)

  • Excellent written, verbal and interpersonal communication, as well as presentation and group dynamics abilities

  • Teamwork and organization

  • Demonstrated inclusive leadership that embraces diversity

  • Emotional intelligence

  • Leader/manager of individuals responsible for the delivery of large, multidisciplinary efforts across a large scale matrix technology organization

  • Managing the day-to-day tasks of diverse teams, while effectively influencing senior management on key decisions and direction

  • Ability to help coach of a team of PMs to manage critical dependencies and drive risk mitigation for large programs

  • Influencing and leading efforts to provide overall guidance and structure for creating and maintaining standards for project management

  • Change management

  • Effectively manage time/directional changes, prioritize tasks and work within deadlines with little supervision to ensure project success

  • Operating in a matrix organization where partnership and influence are the key drivers of success

  • Ability to contribute consistently and positively in a high-paced, fast-changing and sometimes unpredictable work environment

    Physical Demands and General Working Conditions

  • Employees typically sit most of the day, work with a computer and may answer/respond to phone calls. Physical movement consists of walking for meetings, breaks, etc. Ability to lift items weighing approximately 20 pounds on a limited basis is required. Employees may be required to travel by car/air.
