Perspecta is seeking a Task Order Response Manager to add to our team. The Task Order Response Manager reports to the Vice President of Service Delivery in the Civilian State & Local (CSL) organization of Perspecta. The CSL business group has multiple IDIQs and BPAs across several Federal Agencies. These contracts yield one to many task order RFPs each month. We are searching for a talented individual to lead and support task order proposal responses for these multiple IDIQs and BPAs.

The role of the Task Order Response Manager is to develop compliant, winning technical and price proposals for new and re-compete tasks as assigned across the CSL business group. The Task Order Proposal Manager will manage the entire proposal process and schedule, and will assign and direct the assets of diverse teams who will include business development assets, subject matter experts, functional staff support, and individuals from partner companies.


  • Manages and delivers task order responses for BPAs and IDIQs.
  • Leads proposal response process through a modified capture management life cycle, including kick off meetings, color reviews, and other required milestones.
  • Ensures adherence to proposal development preparation guidelines, processes, methodologies, and associated business tools.
  • Analyzes requirements and ensures that proposals meet requirements.
  • Maintains records and files of work and revisions.
  • Manages the production, reproduction, and binding/packaging of draft proposals, final proposals, and all hard/soft copies.
  • Responds to or oversees responses to data call requests from teaming partners.
  • Leads the creation and continuous improvement of reusable proposal content.
  • Edits, standardizes, proofreads, or makes changes to material prepared by other writers or establishment personnel; edits proposal materials to eliminate inconsistencies in format or voice, typos, and grammatical and spelling mistakes.
  • Builds proposal outlines and compliance matrices and oversees creation of proposal templates.
  • Performs compliance checks for peer-led proposals.
  • Develops effective methods for presenting and organizing information within proposals, such as the use of tables and graphics.
  • Coordinates proposal layout and outlines with SMEs and technical writers.
  • Organizes material and completes writing assignments according to set standards regarding order, clarity, conciseness, style, and terminology.
  • Organizes complex material; designs and develops proposals, white papers, presentations, and other documents.
  • Ensures proposals are delivered on time and in compliance with all RFP requirements.
  • Leads proposal process improvement and knowledge management; researches, writes, and updates information in the business development repository, including project descriptions, resumes, and other qualifications materials; edits and rewrites proposals where necessary, including creating templates and boilerplate text.

Other Required Knowledge, Skills, and Abilities:

  • Knowledge and experience with common capture management and proposal response processes and tools, and its application within industry responses to federal government procurements.
  • Experience with or the ability to acquire and rapidly apply knowledge of the companys operations, corporate capabilities, and core competencies in order to permit the development of strong proposals.
  • Problem solving and resource integration abilities.
  • Ability to apply interpersonal skills in establishing and maintaining successful working relationships with corporate personnel, project managers, staff, and other business enterprises and partners

Superior writing and editing skills

  • Demonstrated knowledge and skills developing price proposals


Requires BA/BS with 10 years of experience with at least 4 years of management level responsibility. Specialized knowledge in at least one area of expertise and a general knowledge in 1-2 other areas.

Minimum Qualifications and Experience:

  • Bachelors degree from an accredited college/university, with a preference for the ability to write accurately, well, and concisely in an organized fashion with strong citing of source material where required
  • Superior MS Word and PowerPoint skills and conversant with Excel; knowledge of other editing and publishing tools highly desired.
  • Ability to obtain and maintain government issued security clearance at a Secret level; Top Secret preferred.
  • APMP Foundation level or better certified and Shipley Capture Management training or equivalent is a strong plus.
  • At least 10 years demonstrated experience with a winning record as a proposal manager in the $5M-$50M range.
  • Demonstrated experience in working with diverse teams who are solving challenges is required.
