RESPONSIBILITIES

The Proposal Manager leads and manages the proposal team in proposal development and facilitation process, meeting all milestones; and winning business for the company.

This position takes direction from the Vice President of Proposals and leads assigned proposals to win business. The Proposal Manager will evaluate Requests for Proposals (RFP), oversee the development of RFP decision briefings, develop compliance matrices for proposal development efforts, coordinate staff input into proposal documents, and oversee the proposal production process. Ability to manage an integrated team comprised including functional support staff and consultants.

The Proposal Manager helps to maintain focus on the win strategy throughout the proposal process and infuse that strategy and its resultant tactics to good effect throughout the entire proposal.

  • Will be accountable for the design and execution of timely, professional and effective RFP responses for new business.
  • Project managing of the entire proposal process.
  • Gap Analysis, gap assignment, overall content, presentation, production, and follow up activities.
  • All aspects of proposal delivery, including scheduling, researching, writing, editing, proof reading, designing, publishing and shipping final proposal.
  • Management, coordination and preparation of the government and commercial proposal development process and schedule.
  • Responsible for absorbing the strategy, intelligence, RFP requirements, annotated outline, and collected data to integrate into finished text and graphics.
  • Responsible for the management and organization of proposals and meeting submission deadlines.
  • Responsible for detailed RFP analysis and decomposition, outlining, compliance, etc.
  • Write, edit, and update complex technical documents, proposal templates, capability statements and other proposal related documents.
  • Performs tasks of prioritizing work, employing resources, and troubleshooting issues to ensure that documentation adheres to established policies, procedures, standards, schedules, and quality control.
  • Research potential business opportunities and coordinate with potential subcontractors and technical personnel.
  • Coordination and presentation of kick off meeting materials.
  • Facilitation of win them development meetings.
  • Team wide communication and instruction in the proposal process.
  • Coordination and facilitation of formal proposal reviews.
  • Other duties as assigned.

QUALIFICATIONS
  • Bachelor's degree in English, Journalism or related field from accredited college or university, or equivalent experience.
  • 5-10 years of successful Federal proposal experience.
  • Proven track record of successful proposal leadership in the Federal Government Marketplace.
  • Thorough understanding of the government procurement process and requirements.
  • The ability to identify, obtain, and organize the best resources to accomplish the job.
  • Experience preparing B&P budget and forecasts, planning proposal and proposal support activities.
  • Preparing status reports and briefings for higher level management.
  • Superior organizational skills, with special attention to detail, and time management skills are essential.
  • The ability to work in a team environment and display professionalism essential.
  • Excellent communication (oral and written) and strong interpersonal
  • Proficiency and skill working with Microsoft Office.
  • Ability to obtain a US Government Security Clearance

WORKING CONDITIONS

Work is typically based in a busy office environment and subject to frequent interruptions. Business work hours are Monday-Friday from 8:00 am to 5:00 pm, however some extended or weekend hours may be required.

PHYSICAL REQUIREMENTS:

May be required to lift and carry awkward items weighing up to 25 lbs. Requires intermittent standing, walking, sitting, squatting, stretching and bending throughout the workday.
