Responsible for assisting the Director, ESH&Q with development and implementation of QA plans, procedures and programs in compliance with TRIAD and DOE requirements. Facilitate and assist in the Quality Assurance Program (QAP) and Process Improvement Programs. Develop surveillance and assessment schedules and conduct periodic Quality surveillances, audits and assessments of policies, procedures, and processes of Company functions. Responsible for management of the Issues Management Program. Conduct quality analyses, including risk, causal, deficiency, and trend analyses in support of DOE Contractor Assurance System requirements. Provide employee training/education in quality principles as required. Ensure work is executed in accordance with the Quality Assurance Program / Plan.

Specific Duties of the Quality Assurance (QA) Specialist

  • Responsible for development, implementation, and supervision of QA programs to ensure compliance with DOE, NNSA, TRIAD and Centerra-Los Alamos directives.
  • Develop and maintain applicable policies and standard practices dealing with quality activities for the Company and internal procedures for the QA section.
  • Supervise QA-related activities and coordinate with TRIAD/DOE and Centerra-Los Alamos supervisors and employees as required.
  • Write, coordinate, and maintain the QA Program in accordance with DOE Order 414.1D, Criterion 1 (Program).
  • Coordinate and recommend policy and procedural improvements.
  • Provide training in quality principles for Centerra-Los Alamos employees as required.
  • Administer the QAP and manage the Process Improvement Program.
  • Evaluates scope of quality assessments and plans prior to implementation.
  • Assist Director, ESH&Q with the development of the Quality Assurance Program Plan as required.
  • Assist with the implementation of the DOE Self-assessment Program.
  • Review directives and develop plans to bring Centerra-Los Alamos into compliance where applicable.
  • Oversee the Risk Analysis process to include reports.
  • Develop quality initiatives and improvement recommendations for the Company.
  • Assist Company staff in the implementation of Process Improvement principles.
  • Oversee the Issues Management Program.
  • Conduct QA assessments of policies, procedures and processes of operations, administration and all other Company functions as needed.
  • Manage the execution of the Quality Assurance Assessment Program.
  • Conduct QA assessments using techniques prescribed for Lead Assessor or Assessor in accordance with DOE Order 4114.1D, Criterion 2 (Training and Qualification).
  • Identify/recommend corrective actions and improvement opportunities. Advise management on status of issues and courses of action. Condcut follow-up verification/validation of closed findings.
  • Oversee the trend analyses of processes as needed or requested.
  • Serve as the Centerra-Los Alamos Security Representative to the Management Review Board (MRB).
  • Conduct inquiries and investigations as directed and oversee security enforcement issues.
  • Investigate and report on Incidents of Security Concern as required.
  • Support Force-on-Force activites as directed.
  • Successfully complete cross-training in other ESH&Q functions as required.
  • Ensure that work is executed in accordance with ISM and ISSM Core Functions and Guiding Principles.
  • Other duties as directed.

Minimum Qualifications
  • BS or BA degree from an accredited college/university or equivalent combination of academic training and experience.
  • Minimum two (2) years Quality Assurance analysis experience with a background in quality assurance audits, statistical process control, report preparation, systems deficiency and statistical analysis, risk management and causal analysis, trend tracking and analysis.
  • Strong verbal and writing skills and proficiency in all Microsoft Office suite programs required.
  • Currently have or the ability to obtain and maintain a Department of Energy (DOE) Q-clearance.
  • Ability to obtain and maintain a valid driver's license.

  • Desired Qualifications
  • Demonstrable experience/skill in preparing and delivering formal briefing presentations and multitask management.
  • Knowledge of Department of Energy/NNSA operational security and training.
  • Knowledge of complex organizational functions and processes.
