The Project Manager responsible for Emerging Capabilities Research and Analysis is responsible to perform a thorough review of the customers software platform and enterprise architecture as well as provide a common application platform to support these programs IAW the IC ITE technology standards during the contract transition of work from the incumbent. The Project Manager will utilize a combination of scientific and computational analytical developments involving prediction and optimization in order to ensure capabilities are expeditiously acquired. The Project Manager shall exploit existing and proven techniques and methods and support the development of new algorithms and data strategies with enterprise systems and services and executed within a flexible, decentralized structure. The Program Manager shall have the capability of communicating in language that all stakeholders understand and demonstrating the special skills involved with data, whether verbally, visually, or both.

Specific tasks that the Project Manager will ensure is accomplished, either online or as instructor-led opportunities, includes:

  1. Develop/Support the transition of the understanding of the nature and characteristics of the architecture data environment, using proven methods that drive the creation of initial hypotheses regarding potential relationships within the data that can then be explored using more advanced analytic methods.
  2. Develop/Support the transition of data from multiple disparate sources maintaining their relationships, patterns, associations and other factors that drive data sets and visualizations. Identify hidden insights or anomalies contained within the existing architecture data environment.
  3. Identify and analyze data shortfalls, hidden insights or anomalies, and make recommendations on ways to apply the data.
  4. Develop/Support the transition of Cross correlate data sources together, ensure consistency of data-sets, frame visualization techniques to aid in understanding data, build mathematical models using the data, and present and communicate the data insights/findings to various team members and leadership.
  5. Support the re-engineering of systems to organize and funnel data through the most efficient available configuration possible and translate the most valuable data into meaningful discussions that assist users and decision makers in solving problems.
  6. Support automate processes using statistical tools to improve resource and manpower intensive processes
  7. Support the creation of complex algorithms or reutilize existing algorithms from different applications to solve complex data problems.
  8. Actively monitor algorithms and provide recommendations to update as needed.
  9. Develop/Support/Document recommendations to mine data sets, understand complex data attributes and constraints and develop informative visualizations that intuitively display large amounts of data and/or complex relationships and demonstrate business impact through actionable analytic insight.
  10. Develop/Support/Document methodologies for analyzing all types of data and determine patterns in the data. Data may include crowd sourced data, open source, or other forms of data as prioritized by the user community.
  11. Develop/Support/Improve informative visualizations that intuitively display large amounts of data that are exportable to documents and briefings to assist with making decisions.
  12. Provide the sponsor with expanded situational awareness of Science and Technology (S&T) Research, Development, Technology, and Engineering (RDT&E) to better identify and revise resourcing strategies to support the development of technologies directly responsive to special warfare related ISR requirements.
  13. Collaborate with DoD agencies, Military Departments (MILDEPs), National Laboratories, other Government agencies, academia, and industry to identify and exploit advanced technologies introducing new and unanticipated capabilities.
  14. Support the development, engineering, and integration of additional prototypes to enable the Government to transform that data into information that can be readily disseminated and used, transmitted at a readiness level in order to transition it into one or more programs of record.


Required Qualifications:

  1. A minimum of TS security clearance with SCI eligibility.
  2. Bachelor's w/ 10-12 yrs. experience, Master's w/ 8-10 yrs. experience, Or related equivalent experience w/o a degree.
  3. Proficient with Microsoft Office suite of tools.
  4. Working knowledge of the use and manipulation of MS Project data, to include data residing in multiple complex sub-projects residing both locally and on remote server locations.
  5. Experience developing and maintaining complete project plans.
  6. Strong knowledge of application development processes, DevOps, and Agile methodologies
  7. Ability to translate complex technical terminology, concepts and issues in terms understandable to technical and non-technical management and staff
  8. Broad development experience in a variety of technologies Excellent organization skills
  9. Excellent communication and writing skills.
  10. Ability to follow security protocols to protect sensitive data.
  11. DIA systems experience [e.g., Machine-Assisted Analytic Rapid-Repository System (MARS), Generic Area Limitations Environment (GALE), Functional Intelligence System of Hierarchical Networks (FISHNet), FounDRI, Event Data, Defense Economics Database, Object Based Production (OBP), Activity Based Intelligence (ABI), IC Information Technology Enterprise (ICITE)].

Desired Qualifications:

  1. STEM Masters degree (e.g., computer science, management information systems, systems engineering).
  2. Certification as Project Management Institute (PMP).
  3. Experience using Agile systems implementation methodologies.
  4. Mission/Business Capability analysis experience determining how a capability should work and how changes in conditions, threat, mission, ROE, operations, technology and the environment will affect outcomes.
  5. Emphasizes personal and professional growth. Keeps knowledge and skills current.
  6. Working knowledge of the Systems Approach to Training/Instructional Systems Design (SAT/ISD) methodologies
  7. Experience developing plans, processes, schedules tools, techniques to effectively develop and manage schedules for training/outreach organizations ensuring customer satisfaction in addition to analyzing/assessing results, incorporating into continuous improvement.
