Position Description

Support Kinder Morgan's (KM's) Operations Support Group (OSG) Pipeline Safety Program to ensure compliance with federal and state pipeline safety regulatory requirements in the United States and Canada by reviewing current and proposed pipeline safety regulations and legislation to determine KM's compliance or actions needed to comply, coordinating and participating in pipeline safety audits/inspections and supporting/participating in various KM internal processes designed to promote operational excellence in pipeline safety.

Essential duties and responsibilities:

  • Responsible for reviewing proposed federal and state/provincial pipeline safety legislation and regulations and providing feedback to OSG as to the impact that new law/regulations will have on the compliance requirements.
  • Responsible for reviewing new regulations and existing Business Unit standards and procedures to determine compliance of those new regulations.
  • Recommend changes to applicable procedures through the Management of Change process to remain in compliance with regulatory requirements.
  • Conduct annual Business Unit O&M procedures review.
  • Coordinate and participate in DOT, CER and applicable state pipeline safety audits.
  • Coordinate written response needed as a result of any agency pipeline safety audit.
  • Assist in collection and review of data associated with KM's annual report filing to the applicable Federal and/or state pipeline safety programs.
  • Participate in Emergency Notification Team calls - on call 24/7 for certain periods.
  • Participate in Emergency Response when requested - liaison with federal and state pipeline safety agencies.
  • Participate in Root Cause Analysis and various other investigations related to pipeline incidents, as circumstances require.
  • Responsible for collecting and reviewing data, and the online or written report submittal of applicable accident reports to USDOT, CSFM, TXRRC, CER, and other states pipeline safety programs as required.
  • Support Public Awareness program for Regional Operations and coordinate responses from KM's Public Awareness web site.
  • Perform other duties as assigned.

Position Requirements

Minimum requirements:
Education: Bachelor's degree in Engineering preferred or equivalent pipeline operations work experience.
Job Location: Kinder Morgan's Houston headquarters, downtown Houston or Regional Kinder Morgan Office in Bloomington, California, or Alpharetta, Georgia.
Work Schedule: This position offers a hybrid schedule (Monday-Wednesday in office, Thursday and Friday working remotely).

  • Applicant must be willing and able to work extended hours on short notice for extended periods of time.
  • Applicant must be willing and able to work some weekends as required.
  • Required to carry a Company-provided cell phone and be available to respond during working and non-working hours 24/7.
  • 50% plus travel required within the United States and Canada, sometimes on short notice.
  • Travel will be by most suitable method to meet company needs, such as airplane or car.
  • Be willing to travel occasionally on Saturday or Sunday as needed to meet Business Unit obligations.
Experience / specific knowledge:
  • Must be self-motivated and capable of working with minimal direct supervision.
  • Demonstrated ability to work effectively with government regulating agencies.
  • Good verbal and written communication skills, including ability to interact with individuals at all levels in the organization.
  • Working experience and application knowledge of United States DOT - 49 CFR Parts 192 and/or 195, and applicable state pipeline safety regulations.
  • Working experience and knowledge of Management of Change Processes preferred.
  • Working experience and application knowledge of various pipeline industry related standards such as API, ASME, NACE, and NFPA preferred.
  • Must be able to work with confidential and sensitive information in a professional manner.
  • Must be capable of completing and tracking multiple tasks simultaneously, and often under strict deadlines.
  • Proven organizational and time management skills required.
  • Intermediate to excellent proficiency level in computer skills (PowerPoint, Outlook, Word, and Excel).

Competencies, skills, and abilities:
  • Must be able to work with a team, take direction from supervisor(s) and lead personnel, focus attention on details, follow work rules, and adhere to established work schedules
Position Level:
  • The employment job level will be commensurate with pipeline safety regulatory experience or degree, so it may be filled as a Specialist - Pipeline Technical or Engineer - Pipeline.
Physical demands:
  • Be able to work in appropriate Personnel Protective Equipment (PPE) in both hot and cold climates.
Working conditions:
  • Be able to work in both office and outside field environments.
Supervisory responsibility:
  • No
Preferred education, experience, certifications, competencies, skills, and abilities:
  • Above the minimum requirements; not required but advantageous in this position:
  • Prior pipeline safety regulatory or pipeline operation experience is required with specific knowledge of federal and state pipeline safety regulations preferred.
Other responsibilities:
  • Must possess and maintain a valid driver's license and a driving record satisfactory to the Company and its insurers.
