SUMMARY: Responsible for ensuring contractors meet the commitment of their contracts, development of requirements and assisting the Contracting Officer in managing contracts.

GENERAL RESPONSIBILITIES: Review expenses to identify those that are rebillable and insure cost are in compliance with contract and government regulations (FAR, DFAR, etc.). Develop and prepare budgets in Deltek and NS5 for both internal and external customers by analyzing current and past operations, trends and cost, estimated and realized revenues, administrative commitments and obligations incurred to project future revenues and expenses. Monitor customer spending as it relates to the budget which include investigating discrepancies and informing management of findings. Account for task order/CLIN spending and insure that spending does not exceed task orders/CLINs. Interact with customers directly regarding their budgets, expenses and spending activity. Create revenue invoices and develop various reports for customers and management. Create revenue invoices, reconcile payroll and pcard statements, etc. and reclass miscoded items as appropriate. Manage the accounting for month-end close, including accruals. Provide support for audit requests as needed. Provide functional advice or training to less experienced financial analyst jobs.

EDUCATION: Bachelor's degree in business, accounting, finance or a related field; or a combination of post high school and experience equal to five (5) years.

EXPERIENCE: 3 - 5 years progressive experience in contracting, finance/accounting and proven experience developing, improving and streaming processes to meet established goals and objectives.

TECHNICAL PROFICIENCY: Intermediate proficiency with Microsoft Office products including Word, Outlook, Excel, PowerPoint and SharePoint; familiar with Oracle AP and General Ledger systems in addition to performing various accounting functions, general ledger analyses and reconciliations.

COMPETENCIES: Ability to communicate effectively verbally and in writing. Ability to establish and maintain effective working relationships with internal/external business partners. Ability to evaluate process effectiveness and develop change or alternatives. Ability to prepare, monitor and administer budgets, as well as the ability to perform financial analysis. Ability to function effectively with, or as part of a team. Ability to indirectly mentor, coach, train and/or supervise employees. Ability to effectively manage projects that may vary in nature and scope. Ability to identify and/or document existing and new trend, as well as evaluate and predict their impact on the organization. Ability to develop, improve and streamline processes to meet established goals and objectives. Ability to prioritize, organize and perform multiple work assignments simultaneously while meeting assigned deadlines. Knowledge of data analysis techniques and methodology. Knowledge of the concepts, principles and practices of accounting, budgeting and cost control procedures. Knowledge of and ability to apply the concepts, principles and practices of change management.

JOB SCOPE: Position impacts a single business unit/segment.

WORKING CONDITIONS: Normal office environment with little exposure to excessive noise, dust, temperature and the like. Extended use of a computer keyboard, viewing of a computer monitor and the ability to sit for long periods of time.

FLSA STATUS: The position is Exempt. May require the ability to work overtime to meet required deadlines. All work rules, including those that pertain to safety and health are expected to be respected and complied with.
