This position is responsible management, coordination, communication, and oversight of staff activities accountable for the Collections Information Repository, Pay.gov, User Provisioning, and Incident Response business areas. This will require developing a strong understanding of payments systems and being skilled at data analysis. Requires frequent on-call support during system issues and outages with priority communication needed to US Treasury and other business partners. This role will require frequent interactions with other areas within FRB Cleveland, US Treasury, and government agencies.

You will also be a key partner within the organization requiring extensive communication with colleagues, business stakeholders, IT partners, and teams across the Federal Reserve System and/or the US Treasury.. This position may lead senior professionals, leads, and managers. The organizational structure may be comprised of all direct reports or a matrixed organization requiring extensive collaboration with other managers.


  • Accountable for achieving performance metrics and project deliverables including compliance and controls in line with SAFR/FISMA for multiple, related units on time, with agreed upon scope and within budget

  • Work with business stakeholders and senior management to identify opportunities that enable business solutions in support of Treasurys strategic direction.

  • Work with senior management in executing action plans to accomplish these.

  • Lead project planning and management for complex portfolio of projects in conjunction with the product team.

  • Provide management of staff including performance management, career development, coaching and mentoring.

  • Lead or participate in committees/task forces to advance Bank or System initiatives.

  • Consult on significant operational issues for the Bank, System and Department of Treasury.

  • Require some System or Treasury leadership.

  • Maintain strong relationships with vital external and internal partners including; financial institutions, treasury, other reserve banks etc.

  • Work closely with other department areas such as development and product to represent the business ensuring best interests and sound decisions are made.

  • Seek continuous improvement opportunities for the programs supported overseeing their execution with the product team to capture accurate business cases and detail.

  • Cultivate payment industry relationships to leverage as resources and to become influential in the payments space.

  • Requires following vaguely defined procedures. Decisions are made with complex reasoning. Decisions affect the department and the national public.

Education and Experience

Bachelor`s Degree with 7+ years of diverse professional work experience including 3+ years of management and leadership experience and 3+ years of operations experience

Skills and Knowledge

  • Strong business acumen and analytical skills.

  • Excellent communication skills.

  • Knowledge of regulations, procedures, and practices of the Payments industry.

  • Ability to perform independent research.

  • Work experience should demonstrate a record of making accurate, critical decisions as they pertain to sensitive subject matter.

  • Proven record of leading critical teams through difficult, time sensitive issues that have a large impact if not successful.

  • Work experience should include knowledge of and exposure to the operation of complex payments processing or related business systems

  • Working knowledge of information technology systems and practices. Knowledge of standard accounting and finance practices.

Employees typically sit most of the day, work with a computer and may answer/respond to phone calls.

Physical movement consists of walking for meetings, breaks, etc. Ability to lift items weighing approximately 20 pounds on a limited basis is required. Employees may be required to travel by car/air. Employees may be required to travel by car/air. Some travel within the US is required and can be extensive.
