Position Overview

Land O'Lakes Venture37 is seeking a highly motivate, dynamic individual to serve as a Global Monitoring, Evaluation, and Learning (GMEL) Senior Manager. The GMEL Senior Manager will oversee a portfolio of projects to support project teams to implement high quality monitoring, evaluation, and learning plans, and also provide monitoring, evaluation and research expertise to new business development efforts at Venture37. The GMEL Senior Manager will be a part of the Global Monitoring, Evaluation and Learning team, and will report to the Group Director of Monitoring, Evaluation and Learning. This position can be based in Washington, DC, Arden Hills, MN or remote (where Land O'Lakes has a presence).

Main Tasks and Responsibilities

  • Contribute to thought leadership on the direction of monitoring, evaluation and learning at Venture37
  • Keep up to date with and share learning about state-of-the-art approaches to monitoring, evaluation and learning
  • Oversee the implementation of monitoring, evaluation and learning plans for a portfolio of projects:
    • Support the project team in work planning to ensure activities will lead to expected results;
    • Support the project MEL Manager in developing the monitoring, evaluation, and learning plans and associated data collection tools;
    • Provide advice, as needed, to the project MEL Manager as they implement the plan
    • Support the design of an electronic, tablet-based database to collect and analyze data for the projects in collaboration with the vendor;
    • Review project reports;
    • Actively participate in monthly and/or quarterly review meetings with the projects;
    • Support project MEL Managers to conduct annual data quality assessments;
    • Provide oversight for internal and external project evaluations;
    • Provide other oversight and expertise, as needed.
  • Provide Monitoring, Evaluation and Learning support to new business development efforts:
    • Assess the data needs for new opportunities, and help the proposal lead develop a plan for data mining and capture;
    • Review scopes of work and data collection tools for capture work and proposal stage;
    • Lead the proposal team in theory of change development for the project design;
    • Approve the job description and actively participate in recruitment and selection of proposed project MEL staff;
    • Develop summary monitoring, evaluation and learning plans for proposals using innovative and rigorous approaches, and selecting appropriate indicators to measure progress;
    • Collaborate with subject area experts to set indicator targets, informed by existing project data.
  • Support department and organizational-level initiatives, including the collection of a set of standardized indicators across projects and the creation of tools to support quality MEL implementation.
  • Promote a culture of learning, data analysis and reflection within Venture37, in collaboration with key departments, through leading and supporting learning events, holding relevant trainings with staff, and strategic communications with key headquarters and project leaders
  • Represent the organization externally in professional working groups and events
  • Take on other tasks and roles within program management and/or new business development as assigned

Required Qualifications

  • A Master's level degree in economics, agricultural economics, statistics, monitoring and evaluation, or related field
  • 7 years' experience in monitoring, evaluation, and learning in developing countries specific to the tasks above with at least 1 year experience with agriculture projects
  • Experience providing MEL support to projects funded by USAID, USDA, and other donor-agencies
  • Proven successful experience using theory of change development to support successful project design and implementation
  • Excellent quantitative and qualitative research, analysis and evaluation skills
  • Proficiency in common statistical software including Stata, SPSS, etc.
  • Ability to work well independently and function effectively as a member of a geographically dispersed team
  • Ability to take on diverse tasks and manage many priorities simultaneously.
  • Excellent writing, presentation, and facilitation skills
  • Ability to travel overseas up to 30% of the time

Preferred Qualifications

  • Experience with electronic data capture and analysis platforms
  • Foreign Language capabilities
