IBA is seeking a qualified Senior Program Manager to support theDepartment of Defense (DoD)Medical Simulation Portfolio located at Ft. Detrick, MD. The Senior Program Manager works with the Portfolio Manager to provide oversight, guidance and strategic support on program objectives using Science & Technology (S&T) activities to include cost, schedule, and performance responsibilities.





Essential Duties and Responsibilities:



  • Establish and lead Integrated Product Teams(IPTs)in support of developing and delivering medical simulation training systems.Manageenterprise-level business systems. Issueand applyperformance measures with the acquisition community and program offices.



  • Develop, executeand maintainprogram plans with program cost, schedule, performance and risk management.



  • Provide contract tracking and oversight as well as plan for mitigating risks.



  • Demonstrate a comprehensive understandingand familiarization with DoD medical simulation.



  • Conducttechnical reviews and establishprogram opportunities and risks.



  • Maintaindaily situational awareness and directly advisePortfolio Manager on programmatic and portfolio wide issues and activities.



  • Identify, mitigate and resolve programmatic risks, issues and concerns including those generated by, or of potential interest to, medical simulation program stakeholders.



  • Other duties as assigned.





Minimum Requirements:



  • Program Management experience and understanding of acquisition processes, regulations, policies, and procedures.



  • Ability to understand high level program plans and apply science and technology activities.



  • Must have organizational skills, strong interpersonal, and communication skills.



  • Experience providing strong technical and writing skills in the health arena (i.e. requests for proposals, statements of work, white papers, etc.).



  • Proficient in Microsoft Outlook, Word, Excel, PowerPoint, and Project.



  • Ability to perform essential duties and responsibilities.



Preferred Requirements:



  • Masters Degree in related field.



  • Knowledge of DoD acquisition programs.



  • Knowledge of and experience in Military Healthcare and DoD Medical Capabilities, strongly preferred.



  • Project Management Professional (PMP) certification, strongly preferred.





Education, Certifications and Work Experience Requirements:



  • Bachelor's Degree required.



  • Minimum of 6years' of progressively responsibleexperience.Experience shall demonstrate a broad range of assignments performing analytical and/or technical requirements and analysis.





Security Clearance:



Existing IT/ADP III Public Trust clearance level and above or ability to obtain an IT/ADP III Public Trust.
