In this position, the Software Requirements Analyst (RA) will work with the Configuration Management (CM) Lead, Test Management Lead (TM), Product Architect (PA) and the Software Development Manager (SDM) to gather, analyze, document and validate the needs of the project stakeholders. The RA acts as the primary conduit through which requirements flow between customers and the software development team.

Specifically the RA will lead activities to develop, document and maintain architectures, requirements, algorithms, interfaces and designs for the entire product development life cycle (PDLC). The Requirements Analyst would define and decompose requirements through research combined with a basic understanding of business systems and industry requirements. The ability to be adaptable within the Agile framework and to work constructively with a technically diverse team is crucial.

Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Position Type/Expected Hours of Work

This is a full-time position, and hours of work and days are Monday through Friday, 8:00 a.m. to 5 p.m. Occasional evening and weekend work may be required as job duties demand.


Travel is primarily local during the business day, although some out-of-the-area and overnight travel may be expected.

  • Gather analyze, document and validate the needs of a dynamic Public Safety GIS application

  • Define and analyze business and user needs,

  • Elicit requirements in the form of Systems Requirements Documents (SRD), Systems Design Documents (SRD), and revises existing system logic difficulties.

  • Write well-organized specifications that clearly express user needs and technical requirements

  • Model requirements in non-textual media, such as mockups, storyboards and/or prototypes

  • Facilitate workshops, conduct interviews with personnel from the Public Safety, 9-1-1 and GIS communities to learn the general purpose of systems and information requirements of positions involved in the data flow.

  • Perform quality assurance duties, such as developing and decomposing use cases into workable requirements and testable scenarios.

  • Track and document changes to functional and business rule specifications, to include material for requirements traceability, manuals, instruction guides, technical documentation, and technical diagrams.

  • Monitor and document post-implementation problems and revision requests.

  • Coordinate with the various teams and with external customers to ensure that technical documentation is complete and accurate.

  • Provide technical editing for product deliverables.

  • Research, organize, write, edit, and produce technical reports for software development projects.

  • Ensure technical documentation is accurately defined, complete, meets editorial and government specifications, and adheres to standards for quality, graphics, content, format, and style.

  • Coordinate with the systems engineer to facilitate delivery of customer-defined software development projects, such as the Software Build Plan.

  • Develop process improvement procedures to improve operational efficiencies.

  • Analyze current process standards and metrics in order to provide solutions for improvements.

  • Work closely with the Configuration Management Lead (CM), Test Manager (TM), Software Development Manager (SDM) and the Product Architect (PA) to ensure Product Development Life Cycle (PDLC) is implemented


    Undergraduate degree required in an applicable field (e.g. Computer Science, Information Management Systems, Geographic Information Systems or a related discipline)


  • 2-5 years' experience in same/similar job

  • 2 years of experience providing Quality Assurance to software development lifecycle solutions

  • 2 years of experience with GIS or Public Safety software development


  • Knowledge of GIS and/or Public Safety-9-1-1 markets

  • Knowledge of Balsamiq, Vizio, Jira, Confluence

  • Ability to prioritize multiple projects simultaneously;

  • Experience with Product Development Life Cycle models (Waterfall, Continuous Application Development, Agile, etc...)

  • Proven effectiveness as a team member to successfully deliver projects on time and within budget.

  • Ability to collaborate with government and OEM Subject Matter Experts (SMEs).

  • Excellent writing, communication, analytical and instructional design skills.

  • Demonstrated ability in Microsoft Word, Excel, and PowerPoint Strong oral and written communication skills.

  • Ability to work with cross functional team (i.e. project manager, engineers, program analyst).

  • Ability to work independently with geographically dispersed team.
