Moog Inc. Space and Defense Group has recently been awarded several cryogenic valves to be used in liquid fuel, cryogenic rocket applications. In addition, there are several new opportunities for fluid control devices. Our Defense group has also recently been awarded a multitude of new programs with defense missiles and land vehicles. These exciting development projects will expand Moog's platform of fluid control devices to support launch and exploration vehicles. Based on this growth, we are currently seeking a Subcontract Program Lead to add to our team within Space and Defense.

The Subcontract Lead is primarily responsible for soliciting, analyzing, and negotiating vendor proposals for large dollar components or systems. They will be responsible for administration of various international offset agreements. Coordination of all subtier contract activities with the Moog program manager assigned primary responsibility for the next echelon contract. The Subcontract Program Lead will primarily work in the area of government related contracts and be responsible for developing "Request for Proposal" packages consisting of documents generated by the various technical departments within Moog. In addition, the incumbent will be responsible for "Fact Finding" the activities associated with the potential contracts. This individual will be the focal point for correspondence 'between program management and the subtier contractor.

Here is an idea of what you'll be accountable for :

  • Develop request for proposal packages.
  • Perform fact finding activities, coordinate the engineering evaluation of "out of scope" proposals.
  • Negotiate subcontracts and the cost of engineering changes.
  • Coordinate delivery schedules to correspond to upper tier contracts.
  • Maintain correspondence files as they relate to subtier contracts.
  • Assist Moog sales/contract personnel in presenting subtier contract costs to upper echelon contractors and maintain a record of activity related to offset agreements.
  • Provide the accounting department with contract cost information. This cost information is related to both the contract activities, as well as, the associated out of scope purchase orders.
  • Obtain both funding and termination liability requirements from the subcontractors.
  • Negotiate contract terms and conditions. Handle "Small and Large" business report.
  • Assist in performing quarterly purchasing audit. Purchase a limited number of critical/unique components to support specific programs.

To be considered for this position :

  • The incumbent should possess a bachelor degree, 23 years of experience in a manufacturing environment, and 45 years of purchasing, contract administration and/or negotiation experience.
  • Prefer to have experience in negotiation, knowledge of purchasing system, ability to understand manufacturing processes, the human relations skills to deal with vendors and customers, and the organizational drive to appropriately document fact finding and negotiation activities.
  • Preferred experience with FAR, DFAR and ITAR.
  • Preferred experience with Microsoft Project and Excel.
  • Must be a self-starter who can function with little supervision. The individual must be able to function under pressure while demonstrating tact and diplomacy.
  • Required that the individual have a good grasp of both written and oral communication skills.
  • The individual must be willing to work flexible hours depending on the situation.
  • This job will require a moderate amount of travel of up to 20% both domestic and international.
