Position Summary:

Technical Managers (TMs) serve various functions within MSI depending upon the mix of projects, proposals and market development work at any given point of time, and their own technical expertise. They provide technical support for project implementation, proposals, and project design, and contribute to client-focused technical work, and positioning MSI as an industry leader. Technical Managers are responsible for ensuring that the solutions we present to our clients are innovative, high quality, cost effective, and responsive to client needs. This job description is for a TM position within the Democracy, Governance & Conflict (DGC) Sector. The TM will be supervised by the Democracy and Governance (DG) Practice Area Director or a DG Technical Director, but will regularly work in the context of teams, projects, and business development efforts that span multiple practice areas, including Peace & Stability, Democracy & Governance, and Rule of Law & Government Accountability.

MSI is seeking a highly motivated individual with experience in a combination of the following areas:

  • DRG analytics (including political economy analysis),
  • Decentralization and local governance,
  • Public sector management, policy reform, and institutional change,
  • Rule of law and justice sector reform
  • Government accountability and anti-corruption
  • Gender/youth and social inclusion,
  • Climate change and resilience,
  • Conflict prevention, mitigation and management,
  • Stabilization and essential service provision,
  • Private sector engagement in development planning and implementation,
  • Community development, and,
  • Civil society and media strengthening.
The description below summarizes the range of responsibilities that TMs may have. Whether some responsibilities have greater or lesser emphasis will be determined in consultation with the TM's supervisor.


Project Management

  • As a member of one or multiple Project Team/s, the TM provides technical support from the home office on technical issues impacting project design, development and implementation, in consultation and coordination with other home office and/or field office staff. Technical support may include analytic efforts in support of client understanding and programming.
  • Provide technical input on the financial and operational requirements of the project, including the design and management of the budget as it relates to technical implementation, burn rates, contract/grant reviews, risk management, and corporate level issues that may arise in the project, in consultation with the Project Team and Operations leadership. Financial and contractual tasks on a project are generally handled by MSI's operations team but there is a need for ongoing technical input and collaboration to ensure projects accomplish objectives and run smoothly.
  • Contributes to and oversees client reporting requirements. Ensures submission of quality deliverables and overall client satisfaction.
  • Conducts periodic field visits to projects, as needed, to provide technical expertise, contribute to the development of technical deliverables, meet with project staff and local partners, and establish direct relations with key donors including USAID and others, as part of overall technical management and oversight.
Business Development
  • Contribute to the identification and tracking of potential business development pursuits to effectively position and prepare MSI for anticipated bid solicitations.
  • Provide technical expertise and oversight in the design, development, drafting and review of project proposals.
  • Serve, as assigned, as technical writer on project bid solicitations within the DGC sector, maintaining effective coordination with MSI's Business Development Unit during the proposal preparation process.
  • Provide technical support to bid solicitations in other technical areas in the event there is a business need.
  • Conduct field-based reconnaissance, recruitment and research in support of proposal preparation in the subject country, as needed.
Technical Work
  • Provide both short- or long-term technical assistance to clients, as required in the context of MSI contractual mechanisms, including stand-alone projects and IDIQ mechanisms.
  • Stay abreast of developments in the democracy, rights and governance field, with a particular emphasis on areas of intersection between DRG issues and approaches and adjacent sectors, including peace and stability, climate change resilience and adaptation, and migration.
  • Extract lessons learned, best practices and tools developed during project implementation and facilitate the packaging of experience for both internal use by MSI staff through existing knowledge management systems, and external audiences to advance thought leadership and market positioning.
  • Collaborate with other team members in developing thought leadership products (e.g., blogposts, white papers, events, participation in working groups). Assist in developing new tools, approaches and frameworks.
  • Contribute to practice area work planning, the execution of work plans, and reporting on work plan accomplishments.

Thought Leadership and Professional Development:
  • Support the organization of and/or participate in industry conferences, expert panels, committees, and events to develop contacts and foster professional relationships that will raise MSI's profile as a leading player in core DGC sector programing areas, including analytics, local governance and decentralization, public sector management, civil society, social accountability, stabilization, and conflict mitigation/peace-building, as relevant to the candidate's specific technical expertise.
As appropriate to the TM's role and specific sectoral expertise, prepare thought leadership products (articles, papers, blog posts or tools) and/or facilitate events that serve to position MSI as a thought leader on issues relevant to the DGC sector, and/or Democracy and Governance practice area. Qualifications:
  • Minimum of master's degree in political science, sociology, economics, political geography, social anthropology, public administration, conflict resolution/peacebuilding, international development, or related area.
  • Minimum of 7 years of progressive work experience supporting donor funded DRG/Conflict-related programming, including in volatile, conflict-affected and/or fragile contexts. USAID experience strongly preferred.
  • Expertise in designing and implementing cutting-edge approaches in DRG/Conflict-related fields.
  • Demonstrated success in winning new work, including the ability to lead capture initiatives as well as technical writing for strategic company bids within key DGC-related technical areas.
  • Ability to travel when required
  • Ability to work with diverse teams of technical operational and business development staff.
  • Strong writing, analytical, speaking, and communication ability in English required; skills in second language strongly preferred (Arabic, French, or Spanish preferred).
