JOB SUMMARY:

Responsible for the administration and efficient daily operation of a full service branch office, including operations, audit & compliance, product sales, customer service, cash control, security, and safety in accordance with the companys objectives. Ensures the performance of all duties in accordance with the companys policies and procedures, all U.S. state and federal laws and regulations, wherein the company operates.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Performs personnel actions including performance appraisals, disciplinary actions, and interviewing candidates for employment; supervises the daily activities of the team including, but not limited to, effective delegation of assignments, developing work schedules and providing necessary training.

  2. Supports the companys philosophy of Building Excellence; promotes the corporate culture through coaching, guidance, and staff motivation.

  3. Assumes responsibility and is accountable for the operational compliance within the branch including, but not limited to, teller cash counts, certifications, new and closed account reports, CTR filing, suspicious activity reporting, elder abuse reporting, and staff adherence to company policies and procedures.

  4. Works with staff to ensure excellent customer service and sales. Leads staff to accomplish company goals.

  5. Identifies and implements marketing strategies and plans events to support sales.

  6. Handles customer service issues and assists customers with special issues, questions, new accounts, and IRAs.

  7. Performs and reviews, as needed, all the duties of the branch operations staff to ensure audit compliance.

  8. Oversees daily check scanning, vault settlement, and ATM settlement, night drop deposits, and assists with opening/closing branch procedures.

  9. Works with facilities to keep branch in proper repair and to ensure compliance with health/safety guidelines.

  10. Monitors and works negative balance report, Reg. D excess transfer activity report, and maturing CD Report.

  11. Works with customers to collect on negative balance accounts.

  12. Approves wire transfers up to designated limit and approves exceptions to new accounts, check holds, and CD discretionary rate adjustments.

  13. Meets with potential, new, and existing customers outside the office for lunches, sales calls, and on-site visits in order to foster relationships.

  14. Delegates day to day operations to the Branch Service Manager, Customer Service Officer, or other branch personnel.

  15. Participates in community affairs to increase the company's visibility and to enhance new and existing business opportunities.

  16. Coordinates with Compliance and Branch Administration regarding responses for independent third party and regulatory audits; ensures deficiencies identified from such audits are corrected.

The employee shall comply with occupational safety and health standards and all rules, regulations and orders issued pursuant to the OSHA Act of 1970, which are applicable to ones own actions and conduct.

  21. Performs other duties and projects as assigned.

ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES:
  • Demonstrates knowledge of, adherence to, monitoring and responsibility for compliance with state and federal regulations and laws as they pertain to this position including but not limited to the following: Regulation Z (Truth in Lending Act), Regulation B (Equal Credit Opportunity Act), Fair Housing Act (FHA), Home Mortgage Disclosure Act (HMDA), Real Estate Settlement Procedures Act (RESPA), Fair Credit Reporting Act (FCRA), Bank Secrecy Act (BSA) in conjunction with the USA PATRIOT Act, Anti-Money Laundering (AML) and Customer Information Program (CIP), Right to Financial Privacy Act (RFPA, state and federal) and Community Reinvestment Act (CRA)

  • Advanced experience, knowledge and training in progressively responsible branch management and supervisory activities, financial statement and tax return preparation, and all lending activities and terminology

  • Intermediate skills in computer terminal and personal computer operation; mainframe computer system; word processing, spreadsheet and specialty software programs

  • Advanced math skills; calculate interest and percentages; balance accounts; add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals; locate routine mathematical errors; compute rate, ratio and percent, including the drafting and interpretation of bar graphs

  • Exceptional oral, written and interpersonal communication skills with the ability to apply common sense to carry out instructions, interpret documents, understand procedures, write reports and correspondence, and speak clearly to customers and employees

  • Ability to cross-sell and explain all Company products and services with confidence and authority

  • Ability to make decisions that have moderate impact on the immediate work unit

  • Ability to organize and prioritize own work schedule and the work schedules of others on a short-term and long-term basis

  • Ability to work with no supervision while performing duties

EDUCATION, EXPERIENCE AND/OR LICENSES:
  • Bachelors Degree from an accredited college or University and a minimum of 10 years of related experience and/or training. Work related experience should consist of branch management operations and/or lending experience within the financial services industry.

  • Prior experience in a Supervisory position preferred.

  • Current California drivers license and a vehicle with appropriate insurance coverage to drive in the course of performing assigned duties and responsibilities.
