Job Summary
The Assessment, Monitoring, and Evaluation (AM&E) Program Analyst supports the evaluation and effectiveness of security cooperation and assistance programs. This role focuses on collecting, analyzing, and interpreting program data to inform strategic decisions, improve program outcomes, and ensure alignment with operational objectives. The analyst collaborates with stakeholders to support planning, reporting, and execution of international security initiatives.
Key Responsibilities
Provide technical support for assessment, monitoring, and evaluation activities in alignment with established policies and frameworks.
Assist in integrating evaluation data into operational planning, exercises, and strategic initiatives.
Develop, review, and edit reports, plans, and analytical documents related to program performance.
Support the design and evaluation of security cooperation and assistance programs.
Conduct assessments and gather feedback from stakeholders to evaluate program effectiveness.
Coordinate with internal teams, partners, and stakeholders to support program implementation and monitoring.
Represent program initiatives during engagements and support collaboration with external partners.
Track program progress, milestones, and performance metrics.
Support policy development, reporting requirements, and action tracking.
Assist in improving processes and adapting to evolving program requirements.
Requirements
Minimum Qualifications
Bachelor's degree or equivalent relevant experience.
Experience in program analysis, monitoring, evaluation, or operational planning.
Strong analytical and research skills.
Ability to prepare detailed reports and present findings effectively.
Experience working with multi-stakeholder environments.
Strong written and verbal communication skills.
Ability to manage multiple tasks and meet deadlines.
Preferred Qualifications
Experience with security cooperation or assistance programs.
Background in operational planning or coordination with international partners.
Familiarity with evaluation frameworks and performance measurement techniques.
Experience working in joint or interagency environments.
Proficiency in a second language.
Additional Requirements
Ability to obtain and maintain required security clearance.
Willingness to travel as needed for program support and stakeholder engagement.
Strong attention to detail and organizational skills.
Ability to work independently and collaboratively in dynamic environments.
