What Your Job Will Be Like
We are seeking a motivated manager to provide leadership and research portfolio coordination for a new department focused on navigation warfare technologies. The research and development activities of this department includes both laboratory-funded and customer-funded research in threat analysis, alternative navigation, sensor fusion, and other advanced sensor exploitation approaches. The manager will be working with external sponsors for the Integrated Military Systems (IMS) program area as well as internally with other Laboratory program areas to build and maintain relationships and to develop capabilities that support weapon research objectives and needs. This role also requires the ability to set a strategic Research & Development vision for an enduring research portfolio of new navigation capabilities in response to warfighter needs, with an emphasis on achieving bold outcomes. This manager must be able to establish and maintain strong synergistic relationships in a teaming environment both within group 5440 and amongst the overall 5400 and partner organization management teams as the technologies are applied across multiple programs.
The successful candidate will be an energetic leader and effective manager who can also successfully advance the state-of-the-art for precision navigation in contested environments. This requires close coordination and partnership with various Department of War and Intelligence Community leaders in understanding and responding to these challenging environments. A significant amount of the management effort will be business development and customer responsiveness to secure funding for executing this research vision.
Security and safety of operations within the department are also critical. The workforce may perform potentially hazardous work through testing at remote locations. The manager will be responsible for hiring, managing, and supporting the career development of a technically diverse workforce and ensuring the technical success of their work, the protection of sensitive and classified information, and safe operations. The manager must establish and maintain an exceptional career environment for strong workforce recruiting and retention, and for engaging staff in development and mentoring.
Primary Job Duties
- Coordinate and oversee research across many principal investigators to discover, test, and implement new navigation warfare solutions. Research areas include, but are not limited to, navigation, informed guidance, advanced signal/image processing, pattern recognition, sensor fusion, and other advanced sensor exploitation approaches.
- Oversee and manage members of the workforce within the organization, including hiring, professional development, and performance assessment/management, consistent with the mission of the organization.
- Provide leadership and guidance to enable the work and shape the culture of the department. This includes conflict resolution, coaching/mentoring to staff/interns, resource management, and other traditional management tasks.
- Serve as a connection point for the work and expertise of the organization with potential beneficiaries, collaborators, and customers.
- Promote excellence for invested external and laboratory funding by managing and coordinating specific deliverables, overall program and project plans, budgets, structures, schedules, and staffing requirements.
- Create trust-based relationships with customers, performers, and stakeholders to foster a collaborative work environment and enable the development of work plans that meet multiple conflicting needs.
- Apply organization knowledge and experience to independently judge work quality, performance, and alignment of results with customer expectations.
- Oversee and manage members of the workforce within the organization, including hiring, professional development, and assessment and performance management, consistent with the mission of the organization.
- This position requires the ability to travel to various locations within the country and interact positively with a diverse set of academic collaborations as well as SPP/SIPP sponsors, up to 2 times per month.
Due to the nature of the work, the selected applicant must be able to work onsite with the ability to travel up to 2 times per month.
Salary Range
$163,700 - $278,000
*Salary range is estimated, and actual salary will be determined after consideration of the selected candidate's experience and qualifications, and application of any approved geographic salary differential.
Qualifications We Require
- Bachelor's degree in a relevant discipline and eight (8) years of directly relevant experience, or an equivalent combination of directly relevant education and engineering or scientific experience that demonstrates the knowledge, skills, and ability to perform independent research and development.
- Ability to obtain and maintain US DoE Q-level security clearance and SCI access, which may require a polygraph test.
Qualifications We Desire
The ideal Manager, R&D Science & Engineering candidate for Sandia National Laboratories will in addition possess the following:
- Two or more years of demonstrated leadership experience.
- A graduate degree in science or engineering (MS or Ph.D.).
- Outstanding interpersonal skills in developing trusting relationships with peers, staff, management, customers, and stakeholders.
- Excellent written and verbal communication skills in the development and delivery of presentations, proposals, reports and documentation.
Also, for this posting we are seeking individuals with the following experience:
- Experience providing leadership enabling and motivating a team to deliver high-impact results.
- Experience managing the funding and execution of Research & Development programs to deliver high-impact results.
- Graduate degree, ideally PhD in Electrical Engineering, Computer Engineering, Computer Science, Mathematics, Physics, or other relevant NavWar discipline, plus 5 years of relevant navigation/NavWar research experience.
- Demonstrated ability to steward significant customer funding and develop enduring capabilities.
- Interest in building a pipeline of navigation warfare for the Labs through intern and other hiring.
- Successful experience in business development with the Department of War or similar government entities including understanding of the SPP/SIPP process and business model at SNL.
- Understanding and familiarity with the Laboratory Directed Research and Development (LDRD) program and processes, including Grand Challenge and Mission Campaign efforts.
- Successful experience in delivering R&D technologies and products from concept to development to US Government sponsors.
- Demonstrated leadership in the creation of technical research roadmaps by extracting customer requirements
- Demonstrated ability to lead and guide technical teams in the research and development of novel technological solutions.
- Strong desire to support and work interactively with management teams, project teams, customers, and external university partners.
- Excellent communication, presentation, and time-management skills.
- Demonstrated ability to manage diverse security requirements, from unclassified to highly classified environments.
- Experience interacting with the US Intelligence Community.
- An active SCI Security Clearance.
About Our Team
The navigation warfare department invents, researches, demonstrates, and delivers technologies for navigation of high-consequence missions and high-value advanced flight systems, with a focus on hypersonic glide systems. Furthermore, the department responds with technical solutions to enable warfighter success across operational domains for military systems executing missions in contested environments. Working with our national stakeholders, internal partners, and university research collaborators, the department researches robust and resilient navigation technical solutions that leverage advanced sensors, conops, methods, mod/sim, and signal processing. Moreover, broader systems may utilize artificial Intelligence capabilities, advanced guidance solutions, and embedded computing to realize new NavWar capabilities. The department teams within the Center and Division and even across the Laboratories to integrate expertise from and develop navigation warfare solutions flight systems.

Security Clearance
Sandia is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants for employment need to be able to obtain and maintain a DOE Q-level security clearance and SCI access, both of which require US citizenship. SCI access may also require a polygraph examination. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain these levels of access may be impacted.
