The State of Connecticut, Department of Transportation (DOT) is recruiting for a Transportation Engineer 3 (Construction Engineering) in the Division of Construction Operations, Office of Quality Assurance (OQA) Work Zone Safety Unit located at the Newington headquarters.

- Location: Newington.
- There is statewide travel travel and may include weekends and nighttime work associated with work zone safety reviews.
THE ROLE
The Transportation Engineer 3 (Construction Engineering) supports the CTDOT Division of Construction’s Work Zone Safety Program including, Automated Work Zone Speed Control (AWZSC) and Smart Work Zone (SWZ) initiatives, as well as the CT DOT’s administration of the FHWA’s Work Zone Safety and Mobility Rule.
This includes assisting a Transportation Supervising Engineer (TSE) in development, implementation, and maintenance of the CTDOT Work Zone safety and related areas. Amongst other duties this TE3 will actively participate in the implementation of the AWZSC Program and oversee all operations of the System Administrator and Program Administrator Contracts including the consultant program manager. This position will also oversee the Department’s Smart Work Zone deployment and selection program. These duties include, but are not limited to:
Development of Interagency Coordination documents.
Development of Contract documents.
Request for Qualifications.
Requests for Proposals.
Technical Documents and Specifications.
Development, maintenance and presentation of data and statistics for mandated reporting.
Including District Construction Incident and Safety metrics.
Root Cause Analysis and solutions implementation to address field and deployment issues.
Coordination with Planning, Highway Operations and Engineering to determine site selection.
Coordination with field personnel to ensure safe and proper deployment of field services.
The Transportation Engineer 3 (Construction Engineering) will assist the continued development and implementation of the Department’s Work Zone Safety program including but not limited to Smart Work Zone initiatives and will coordinate data gathering and reporting in accordance with State legislation requirements.

Requirements
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
A Bachelor’s degree in engineering or construction management and three (3) years of experience in transportation construction engineering.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been at the working level in a professional transportation construction engineering capacity.
NOTE: For state employees this experience is interpreted at the level of a Transportation Engineer 2 (Construction Engineering).
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
Possession of Land Surveyor (LS) licensure or Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the Bachelor's degree requirement.
Possession of Land Surveyor-In-Training (LSIT) licensure or Engineer-In-Training (EIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the Bachelor’s degree requirement.
Possession of at least Level III certification in the Civil Engineering Technology-Transportation Program, Highway Construction Inspection or Highway Surveys from the National Institute for Certification in Engineering Technologies (NICET) may be substituted for the Bachelor’s degree requirement.
A Master’s degree in engineering may be substituted for one (1) year of the General Experience.
Current incumbents in the class of Transportation Engineer 2 (Construction Engineering) who do not possess the degree or certification/licensure qualifications as detailed on this class specification may be considered for promotion to Transportation Engineer 3 (Construction Engineering) upon having three (3) years of experience in transportation construction engineering. One (1) of the three (3) years must have been as a Transportation Engineer 2 (Construction Engineering).
