The Director, Public Policy & Government Relations will be an integral part of a high-performing team, reporting to the Senior Director, Global Public Policy & Government Relations. Based in Cambridge, MA, the Director will support the strategic vision of Alnylam as a leader in RNAi. The successful candidate will have a "roll up your sleeves" and collaborative approach to work within a fast-paced, dynamic environment. This role will focus on several key areas for Alnylam's success, particularly related to pricing, coding, coverage, and reimbursement policies to ensure access to Alnylam's RNAi therapeutics.

Summary of Key Responsibilities

  • Monitor external policy development and industry trends to identify priorities, opportunities, and risks to Alnylam.
  • Develop and present overviews and analyses (qualitative and quantitative) of public policy priorities with impact on Alnylam to a range of audiences.
  • Create and execute policy strategies in partnership with Global Public Policy and Government Relations (GPPGR) team members to engage government officials to support public policy priorities.
  • Support policy development and engagement with agency personnel on federal, legislative, and regulatory matters.
  • Lead comment letter development and agency engagement on proposed regulations and annual payment rules (e.g., Physician Fee Schedule, etc.).
  • Provide high quality strategic input and tactical support regarding public policy as well as coverage, coding, and reimbursement for public payers to global and regional program (product) teams. Work with cross-Expertise Area partners including Commercial, Medical Affairs, Regulatory Affairs and Legal, to ensure optimal patient access throughout the product lifecycle.
  • Foster relationships with cross-Expertise area partners to drive policy development that is aligned with Commercial and Corporate strategy.
  • Support internal functions through consultation and training on specific policy issues.
  • Serve as ad hoc member of Commercial Review Board to review commercial materials regarding coverage, coding, and reimbursement-related issues.
  • Partner with Alnylam's patient advocacy team to support engagement by disease advocacy groups on policy matters.
  • Support the development of initiatives to shape Alnylam's positioning as an industry leader with policymakers through various public affairs efforts.
  • Support the development of public-private partnerships and public policy that foster innovative payment arrangements.
  • Support the analysis of public policy and execution of government relations in select Partner & Emerging Markets.
  • Engage and support trade associations (BIO) and other industry partners to advance Alnylam's policy positions.
  • Provide project management support for key GPPGR projects, as needed.
  • Grow and refine a deep understanding of Alnylam's RNAi platform technology, programs and patient populations, and communicate and translate this knowledge effectively and appropriately to a variety of audiences.


  • Bachelors degree in related field, advanced degree preferred.
  • 8 Years of work experience required, preferably in biotech, pharmaceuticals, or healthcare.
  • In-depth background in the analysis of federal government processes, laws, and regulations, particularly Medicare Part B and Part D required
  • Strong understanding of coverage in public programs, including Medicare and Medicaid. Knowledge of Affordable Care Act coverage requirements a plus.
  • Desire and interest to be a "content creator" with strong policy writing and PowerPoint skills, and ability to simplify complex issues in writing.
  • Meticulous attention to detail and commitment to high quality and timely work product.
  • Experience in governmental engagement preferred.
  • Strong project management skills preferred. Experience managing vendors to execute on consulting work is preferred.
  • Strong analytical and business skills; ability to communicate effectively with executives.
  • Ability to work in a deadline-driven and fast-paced environment including managing multiple projects with on time.
  • Strong written and oral communications skills, an ability to present ideas and information clearly and succinctly, and ability to lead meetings effectively with external or internal partners.
  • Travel 10%.
  • If employed in the U.S., being fully vaccinated against COVID-19 as defined by the Centers for Disease Control and Prevention (CDC) is required
