The Ohio Department of Administrative Services, Office of Finance is seeking an experienced Budget Analyst Supervisor to perform the following duties:



Plans, direct & manages assigned areas of the Office of Finance Budget Operations Unit:



  • Oversees day-to-day budget support and analysis;

  • Supervises, assigns & reviews work of senior budget analysts;

  • Provides instruction, assistance & direction to program budget liaisons;

  • Oversees internal reporting on assigned budget operations in order to ensure compliance with & facilitate preparation of mandatory external reports;

  • Serves as back-up for Certificates of Participation (COPs) management;

  • Manages outreach efforts with assigned DAS Divisions on budget matters;

  • Manages annual allotment preparation & budget monitoring activities for agency;

  • Researches & analyzes expenditures to assist program managers in preparing budgetary requirement projections;

  • Oversees preparation and justification of fund requests;

  • Develops recommendations for alternate designs to improve efficiency;

  • Develops, implements & monitors policies & procedures to control budgets & expenditures;

  • Responsible for reports analyzing variances between budget & actual & between prior & current years.



Supervises assigned staff (e.g., establishes unit goals);



  • Establishes benchmarks and performance standards in accordance with DAS in order to maintain quality control on unit output;

  • Assigns work and provides direction, reviews work and provides feedback, monitors and evaluates performance;

  • Encourages staff development, makes recommendations for hire of staff;

  • Approves/disapproves leave, conducts meetings, recommends disciplinary action).



Performs other related duties as requested:



  • Researches fiscal issues;

  • Participates in confidential discussions with management concerning fiscal issues (e.g., late payments, program reorganizations, reductions in force, effect on public or other agencies);
  • Prepares specific analyses & reports relating to inquiries from Office of Budget & Management, agency senior managers & general public or press.

Completion of graduate core coursework in public finance, public administration or business administration; 24 mos. exp. in fiscal management & control involving use of statistical/quantitative analysis (e.g., probability statistics, linear regression, multiple variable regression, computer assisted regression analysis models, trend analysis, forecasting cost benefits analysis) to formulate, project, adjust & monitor allocations.

-Or completion of undergraduate core coursework in public finance, public administration or business administration; 36 mos. exp. in fiscal management & control involving use of statistical/quantitative analysis (e.g., probability statistics, linear regression, multiple variable regression, computer assisted regression analysis models, trend analysis, forecasting cost benefits analysis) to formulate, project, adjust & monitor allocations.

-Or 12 mos. exp. as Senior Budget Analyst, 63262.

-Or equivalent of Minimum Class Qualifications for Employment noted above.
