Job Summary:



The analyst will maintain, update, and develop as necessary financial systems for the efficient and accessible retrieval of documents regarding the allocation, transfer and implementation of assigned appropriated accounts. The analyst will be responsible for maintaining the official DRL Diplomatic Program account and organizational files which include financial plans, interagency agreements, MOAs, and MOUs. The analyst will track the obligations and expenditures, and collect and record narrative and financial reports.



The analyst will communicate DRLs diplomatic program objectives and policies to other State Department officials to include but not limited to regional bureaus, bureau of budget and planning, office of acquisitions management, office of the legal advisor, and budget personnel in other State Department Bureaus. The analyst will liaise and consult on financial planning and acquisition of funds; and will assist in preparing responses to Congressional requests for information regarding programs and DRL program objectives.



Responsibilities:



  • Manage and coordinate a Budget of $45M in Diplomatic Program funds by providing oversight and monitoring of those funds using Data Warehouse Reports and the Global Financial Management System.

  • Requests Allotment and funds transfers within the IBIS system.

  • Obligate, manage and reconcile Inter-Agency Agreements (IAAs).

  • Recommends approval for Payment Invoices and tracks the status of those invoices when inquiries are made for non-payment.

  • Meet with Senior Managers at all levels to discuss the DRL operating plan and to assist with financial planning of those funds.

  • Assist in Budget Formulation for the operating funds accounts and entering the estimated budget in the Bureau of Budget and Plannings formulation financial system.

  • Reviews all prior year accounts and close out where applicable.

  • Reviews and provide updates to the Unliquidated Obligations report for the department mandated requirements.

  • Acts as a back-up to other analysts in FMD.


Minimum Qualifications:



  • 3+ Years of relatedexperience.

  • ActiveSecret Clearance.

  • Ability to apply financial management techniques;

  • Knowledge of the theories and principles of financial management.

  • Ability to work in teams;

  • Knowledge of developing annual budgets and/or multi-year program estimates;

  • Knowledge of computer systems and software to enhance financial management and planning;

  • Proven ability to identify, network, and strategically engage with diverse groups;

  • Ability to think both strategically and practically;

  • Ability to apply basic procurement processes, rules, regulations, principles and procedures;

  • Excellent interpersonal and oral communication skills.
  • Strong written and verbal communication skills.
