Job Description

    • All applicants must have attended and successfully completed a bonafide New Jersey Basic Police Academy and be a fully Certified Police Officer as required by the New Jersey Police Training Commission and /or possess a current PTC Certification. Retired police officer applicants must NOT have a break in service for 3 years or more.
    • Applicants who do not meet the PTC standards noted above WILL NOT be considered for this position.


    • The Stevens Campus Police Lieutenant shall be responsible for the safety and security of all University properties; the faculty, staff, student body, guests and visitors and ensuring that the sergeants and officers under their command are doing the same during their assigned tours of duty.

    • This responsibility will include all of the following:

    1. Prevention and suppression of crime.

    2. Protection of life and property.

    3. Apprehension and protection of offenders.

    4. Preservation of the peace and maintenance of order.

    5. Enforcement of all state statutes and University regulations.

    6. Assist with the development and improvement of mechanisms to create and enhance relationships with the department and the Community.

    Authority and Powers of Campus Police Officers

    • Campus police officers, upon their appointment, shall possess all the powers and authority of a campus police officer as outlined in:

    1) N.J.S.A. 18A:6-4.2,

    2) N.J.S.A. 18A:6-4.5,

    3) N.J.S.A. 18A6-4.7

    The Campus Police Lieutenant serves as thefourthin command in the department, and in partnership with theChief,Deputy Chief,and Captainassist in the development of policies, procedures, initiativesandstaff supervision that creates a safe campus environment. The Campus Police Lieutenant works mostly evening tours of duty unless directed otherwise by the Chief of Police. The Lieutenant is responsible for scheduling, staffing and ensuring shifts are adequately covered and in the absence of the squad sergeant ensures that a shift supervisor is designated. The Lieutenant will periodically be expected and required to adjust his/her schedule to cover a shift day or night, seven days a week, when a squad is understaffed or a campus event requires additional manpower.

    Illustrative Examples of Work

    The Lieutenant of Police also takes on specific duties with training,supervision, investigations, and event planning to include:

    Training and Supervision:

    • Ensuring roll call is conducted daily

    • Develop/update Standard Operating Procedures as needed

    • Conduct/coordinate in-service training programs

    • Ensure campus patrol procedures are being followed and in compliance with department standards

    • Identifies and resolves patrol compliance deficiencies

    • Provide classroom training to Stevens students, faculty and staff on campus safety related topics throughout the year

    Departmental Operations:

    • Supervise department in the absence of theChief,Deputy Chiefand Captain

    • Develop and implement new approaches that improve campus safety and the performance of officers

    • Develop strategies to off-set unnecessary overtime usage

    • Develop rapport with host city law enforcement agency(Hoboken PD)

    • Apply knowledge of State Laws, internal affairs procedures and rules and regulations of Stevens Institute of Technology

    • Build relationships with students, student organizations, staff, and faculty that foster trust and mutual respect

    • Duties may include takingontherole as University Clery Officer responsible for reporting the Clery information and the annual Security and Fire Safety Report to the Department of Education

    Event Planning:

    • Serve as a liaison between Campus Police and departments who host campus events (e.g. Athletics, Admissions, Special Functions, student organizations, etc.)

    • Develop and implement plans, including officer staffing and positioning, which address parking and other security needs


    • Oversees investigations of criminal activity

    • Conducts Internal Affairs investigations

    • Make recommendations regarding adjudication and measures to decrease similar incidents


    • Must be a United States Citizen

    • Must be a legal resident of the State of New Jersey

    • Must possess a high school graduate diploma or GED with higher education in a related field preferredandmusthave the ability to speak clearly, readand write fluently in the English language

    • Must possess a New Jersey drivers license with a good driving history and be capable of operating a law enforcement vehicle during both day and night, in emergency situations involving speeds in excess of posted limits, in congested traffic and in unsafe road conditions caused by factors such as fog, smoke, rain, ice and snow.

    • Job offer is conditional upon the successful completion of a thorough background check and successfully receiving a commissioning by the Stevens Institute of Technology Board of Trustees

    • Must have attended and successfully completed a bonafide New Jersey Basic Police Academy and be a fully certified police officer as required by the New Jersey Police Training Commission and /or possess a current PTC Certification

    • Must successfully pass awrittenAssessment related to the duties and responsibilities expected of a Lieutenant.

    • Must successfully pass an interview process, rigorous background investigation, psychological examination and law enforcement drug screening test

    • Must successfully qualify with both handgun and long gun as prescribed by the NJ Police Training Commission.

    • Must be computer literate and able to operate software programs associated with campus police duties.

    • Patrol experience with a minimum of 5 years experience as a superior law enforcement officer

    • Has attended leadership/supervision courses and is committed to continued learning

    • Graduate of the FBI National Academy, West Point Command & Leadership Academy or other equivalent executive leadership training (preferred)

    • Understands and is dedicated to 21st Century Policing Standards and is willing to take on initiatives in support of continuing the police departments commitment to implementing and enforcing these standards

    • Ability to adapt to a university environment

    • Has an understanding of Title IX, FERPA Act and the Clery Act

    • Has a strong understanding and training in conflict resolution, problem solving and handling disciplinarymatters

    • Full understanding of the New Jersey Attorney General Guidelines

    • Has supervisory experience in overseeing criminal investigations

    • Has extensive experience in training and has served as an instructor(preferred)

    • Has background in instructing tactical police methods (preferred)

    • Has background in training for civil disobedience measures (preferred)

    • Has background in training for active shooter operations (preferred)

    • Has background in conducting Internal Affairs investigations (preferred)

    • Certified firearms instructor (preferred / certified firearms armorer a plus)

    • Possesses familiarity backed by training and experience in homeland security and emergency management related issues and demonstrates a good working knowledge of Incident Command System

    • Has knowledge and understanding ofCriminal Justice/Bail Reform

    • Willingness to work evening and weekend tours of duty

    • The optimal candidate will have a vast law enforcement background, is community policing oriented and a problem solver with superior inter-personal skills and a desire to assist the community in which s/he serves.
