The Eugene Water & Electric Board is currently seeking a Communications Specialist III with experience designing and executing successful marketing and communication campaigns and programs, particularly in the public sector. The selected candidate will become part of a small, highly productive team to support organizational objectives in internal and external communications, community outreach, and customer and employee engagement.



The Communications Specialist III will also be responsible to:



  • Develop specific program and product marketing and marketing plans; coordinate writing, editing and production of customer publications; coordinate promotion of EWEB products, programs, and services; may serve as a subject matter expert for content development, advertising, public relations, events management, video production, social media, web site, and internet/email marketing work; may train other staff. Manage the content on EWEB's website; coordinate, create, edit and update Web page and social media content; produce electronic newsletters; evaluate effectiveness of internal communication programs and practices. Work with internal stakeholders to meet web content needs on projects, issues and initiatives.

  • Responsible for overall event planning and program design. May lead interns or other staff in creation and implementation of various events. Coordinate community outreach activities. Develop and conduct public participation and engagement campaigns. Work with the Board and senior management to develop effective outreach strategies.

  • Responsible for creation and implementation of market research; acquires and analyzes customer research data; conducts market research and coordinates surveys; designs and conducts customer satisfaction and public opinion surveys. evaluates effectiveness of external communications approaches.

  • Develop and manages strategies for communications; may consult with EWEB managers and Board regarding public information and communication; respond to and resolves sensitive or complex inquiries, issues or service emergencies. May create, implement and manage internal communications efforts; consults with senior management to effectively communicate the utility's mission, vision, values and business strategies. May develop specific communications plans for various initiatives or issues.

  • Coordinate EWEB's education grants programs. Develop annual budget and reviews annual financial and other reports submitted by school districts. Administer contracts. Coordinate tours, presentations and other aspects of broader public and community education efforts. Coordinate customer-facing aspects of pilot projects.

The starting salary for this position is between $70,101.69 87,627.22 annually, commensurate with knowledge, skills, education, and experience as it relates to the position.

Minimum Training and Experience Required:



Experience: A minimum of four years progressive experience in public relations and communications, including designing and executing successful campaigns and programs for a utility or comparable business, industry or public entity. Experience should also include at least two years experience using content management and social business software, as well as experience drafting written materials (press releases, pitches, Q&A, etc.)



Education: Bachelors degree from an accredited college or university in Journalism, Marketing, Public Relations, Communications or related field.



Desirable education, experience, training and certifications: Google AdWords Certificate, Facebook Certified Planning Professional, or other digital marketing related certifications desirable. Expertise in video editing software and Adobe Creative Cloud, specifically InDesign, Photoshop, Illustrator.



Equivalency: An equivalent combination of experience and training that demonstrates the required knowledge, skills, and abilities may be qualifying.



Valid driver license: Yes or the ability to obtain one within 30 days of appointment.



Post-offer background check required: Yes.



Physical activities (with or without accommodation): Exerting up to 10 pounds of force occasionally (activity or condition exists up to 1/3 of the time) and/or a negligible amount of force frequently (activity or condition exists from 1/3 to 2/3 of the time) to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time, but may involve walking or standing for brief periods of time.
