The Dean is responsible for articulating a strategic vision for the college and leading the college toward the accomplishment of the college's strategic goals. The Dean is responsible for the quality of the academic programming of the college. The Dean is in charge of the development of successful and productive internal and external partnerships and relationships for the college, and the administration of the college's faculty, staff, and student support services. The Dean is responsible for ensuring the work of the college is accomplished according to all relevant systems, institutional policy, regulations, and under the principle of shared governance.

DUTIES



  1. Serves as the chief academic and administrative leader for the college and serves on the provost's leadership team and dean's council.

  2. Establishes a vision through best practices in collaboration that promotes the college consistent with the mission of the University of Houston-Downtown and its strategic plan; works with university leaders, faculty, and staff to develop and implement the university's strategic plan.

  3. Implements a clear and concise transformational college strategic plan to advance that vision, informed by the input of multiple college constituencies.

  4. Provides student success leadership through supervision of current operations, assessment of processes, and data-based revisions of academic advising, student retention, and mentoring efforts in collaboration with staff and faculty.

  5. Oversees integrated transfer partnerships with community colleges in the Gulf Coast Region.

  6. Directs development efforts for all programs in the college in partnership with University Advancement and the Office of the Provost.

  7. Prepares and manages the annual budgets for the college; ensures effective, transparent, and efficient use of college resources.

  8. Builds an organizational culture of collegiate and collegial teamwork.

  9. Fosters an organizational and educational climate that promotes and celebrates diversity and inclusion in curriculum, hiring, and decision-making processes.

  10. Works with faculty to identify, develop, and grow academic or extracurricular programs that will meet student career needs.

  11. Pursues revenue growth through development, grants and contracts, and professional development programs for the advancement of college resources.

  12. Provides leadership in program assessment, external program review, and professional accreditation.

  13. Oversees the college faculty in the development of policies governing its academic programs and enacts and promotes UHD policies and procedures.

  14. Expands and strengthens liaisons with domestic and international educational institutions to promote articulation, communication, and exchanges.

  15. Builds enrollment in programs across the college according to mission and strategic planning goals.

  16. Provides equitable leadership, oversight, and support for the college centers.

  17. Evaluates chairs, staff, and other direct reports annually.

  18. Provides vision and direction in the college on recruitment, advisement, registration, and retention efforts; maintain a consistent focus on student success in line with college and institutional goals.

  19. Responsible for ensuring the integrity of the Rank and Tenure process across the college, and for dean-level evaluation of candidate dossiers.

  20. Guarantees that all reporting requirements (internal and external) of the college are fulfilled effectively in a timely fashion, including any/all reporting needed for SACSCOC or THECB reporting or college-specific accrediting agencies, as well as all college and institutional assessment efforts.

  21. Develops college-level policies and initiatives designed to improve teaching and learning within all curriculum of the college.

  22. Establishes college-wide policies and initiatives designed to elevate the research profile of the college, and works to provide faculty with resources/opportunities for professional development activities.

Supervision Given: Makes final decision on evaluating employee performance; hiring new employees; disciplinary actions; makes final decision on scheduling employee work hours; makes final decision on coaching and counseling; training; provides recommendations on handling employee grievances and complaints; and makes final decision on granting time off

Knowledge:





  1. Knowledge of and ability to support niche programs, including distance and online, as well as specialized, applied and niche programs housed in the College. .

  2. Knowledge of trends, issues, and accepted practices relevant to the position

  1. Candidates must have strong analytical and problem solving skills, as well as excellent interpersonal and communication skills

Abilities:



  1. Ability to effectively communicate with a wide range of individuals and constituencies in a diverse university community


WORK LOCATION AND PHYSICAL DEMANDS




Primary Work Location: Works in an office environment 6 to 8 hours



Physical Demands: Work is normally performed in a typical interior work environment, which does not subject the employee to any unpleasant elements.Position is physically comfortable; individual has discretion about sitting walking, standing, etc.Work environment involves minimal exposure to physical risks.

Required Education:



  • Earned doctorate from a regionally accredited institution in a field or disciplines housed within the College

Required Experience:



  • Minimum of three (3) years of administrative experience at the chair level or above with responsibility for budgets, personnel decisions, performance reviews and decisions for promotion and tenure.

  • Established record of teaching, scholarship, and service that qualifies the candidate for a senior faculty appointment in one of the College's disciplines.

  • Full-time teaching experience at the university level.

  • Evidence of past effectiveness in responding to the educational needs of an urban, multicultural population.

  • Demonstrated commitment to the university's core values of integrating teaching, service, and scholarly research to develop students'talents and prepare them for success in a dynamic global society.

  • Demonstrated interest in external and community relations and developing relationships that generate new revenue streams.
