SUMMARY



The Enterprise Risk Manager Operational Risk reports to the Director, ERM. Provides leadership and subject matter expertise for the execution of the entire Enterprise Risk Management Framework (ERMF) as it relates to the Operational Risk Management category of the Companys Risk Profile. This role will also support its governance counterpart in the identification and monitoring of emerging risks through collaboration with peers and subject matter experts across the enterprise and industry.



DUTIES AND RESPONSIBILITIES



  • Manages the thought leadership, development and execution of the ERMF as it relates to the Operational Risk Management categories of the Companys Risk Profile.

  • Monitors industry trends and developments in ERM practices, procedures, and policies and proactively make recommendations to adjust IBCs program when necessary.

  • Embeds ERM practices in assigned business and risk profile areas through ongoing and cross functional interaction with executive and senior leadership levels and business risk liaisons.

  • Manages the identification, assessment, mitigation and reporting of risks associated with health insurance products, operations and processes.

  • Fosters partnership efforts with other areas of the Company as well as subsidiaries to ensure consistency in approach and implementation of the ERMF.

  • Participates in and drives mitigation efforts and discussions with subject matter experts in Operational Risk areas as input to the Companys Own Risk and Solvency Assessment.

  • Supports projects/initiatives to satisfy regulatory reporting and other reporting requirements from rating agencies, regulatory bodies and board of directors. E.g. Annual Own Risk and Solvency Assessment (ORSA) filing).

  • Supports efforts to research, monitor and analyze health care industry trends, developments and policies to identify emerging risks, and understand the impact to IBC and its operational areas and processes.

  • Initiates and follows through on research and analyses , synthesizing information and distilling relevant risk management issues. Able to manage ambiguity, seeks out new information to increase effectiveness and quickly assimilates new knowledge.

  • Manages assigned project initiatives and provide knowledge sharing/transfer and collaboration to other members of the team.

  • Represents IBC and ERM team at BCBSA as well as ERM industry trainings/meetings.

  • Supports the Director, Enterprise Risk Management in developing and managing Independences risk management initiatives and other duties as assigned.


QUALFICATIONS



  • Undergraduate degree in a related field with a minimum of 8 years work experience to include related Operational Risk Management, Process, Control and/or Audit experience or equivalent

  • An advanced degree (i.e. MBA), certification (C.P.A. and/or C.I.S.A.) or a risk management designation is a plus.

  • Demonstrated ability to create momentum and foster organizational change.

  • Strong business acumen with a knowledge of health insurance products and its related operational aspects is required. Experience in other supporting areas such as technology and cyber risk management preferred, but not required.

  • Demonstrated excellent written and oral communication skills, including skills in developing and delivering presentations for audiences of all levels of business.

  • Exceptional interpersonal, relationship building and influencing skills at all levels with the ability to develop partnerships and collaborate with other business and functional areas.

  • Strong consultative and analytical skills with demonstrated experience as a self-starter.

  • Strong project and program management skills and experience; planning, time management, and stakeholder management.

  • Previous management experience preferred.

  • Proficiency with Microsoft Office tools, including Word, Excel, PowerPoint, Outlook, Project, and Access.
