As a Human Resources Specialist (Employee and Labor Relations), you will:

  • Serve as expert advisor for CFPB's Employee and Labor Relations function. Provide advice and assistance to CFPB managers and staff when difficult problems arise in establishing and maintaining an employee environment that contributes to satisfactory productivity, motivation, morale, and discipline.
  • Represent the Office of Human Capital in attempting to resolve employee grievances under the agency and/or negotiated grievance procedures. This involves making assessment of the relevant facts in the grievance, identifying courses of action to resolve the matter and selling the solution to both management and the grievant.
  • Have responsibility for all facets of the Bureau's labor management relations activities, including petition campaigns and elections, consultations, negotiations, labor management forum, contract administration and third party proceedings. Serve as a management advisor in dealings with labor organizations. Assist in developing the Bureau's position with respect to negotiation impasses, negotiability disputes, unit determination questions, unfair labor practice charges, grievability, and arbitrability matters. Assure that all contractual or statutory obligations to labor organizations are fulfilled.
  • Plan, develop, and implement CFPB-wide policies and/or programs in the area of conduct and discipline, adverse actions and grievances and appeals. Ensure compliance with overarching policies established by CFPB, OPM, and Executive Orders, as well as consonance with basic laws. Provide interpretive advice and guidance and direct assistance and counsel in the development and conduct of management-employee relations. Provide solutions to complex problems with CFPB-wide impact dealing with a variety of employee and labor relations issues.
  • Develop new programs, procedures and requirements based on knowledge of evolving private and public sector patterns and consideration of the employee/management environment. Determine need for, develop and present training, briefings and models for specific applications in assigned program areas. Develop and prepare necessary guidance to assure that controlling policies and philosophies are effectively communicated for consistent CFPB implementation and interpretation. Evaluate, conduct, or participate in staff studies on programs to determine trends, problems and corrective action.
