Responsibilities

U) Description

  • (U) Apply knowledge of Measures of Performance/Measures of Effectiveness (MOP/E) methodology, media research, media analysis, quantitative and qualitative metrics analysis as necessary for a specific role.
  • (U) Produce deliverables in formats as required by the Sponsor.
  • (U) Cooperate with offices and organizations throughout the Sponsors organization while demonstrating sound judgement.
  • (U) Prepare and deliver effective briefings as needed.
  • (U) Apply risk management principles to safeguard operations.
  • (U) Be willing and able to travel TDY CONUS and OCONUS as required.

  • (U) Draft language for Congressional Quarterlies and Notifications, as necessary.
  • (U) Participate in Congressional and other briefings as required.
  • (U) Support the creation, maintenance, and upgrading of the Departments data acquisition and storage infrastructure and associated policies.

Qualifications

(U) Required Qualifications

  • (U) Two (2) years work experience demonstrating technical expertise in open source programming languages relevant to media analysis, including Python or R language.
  • (U) Two (2) years work experience demonstrating technical expertise in media analysis methodologies relevant such as; machine learning, natural language processing, or common statistical techniques.
  • (U) Two (2) years work experience demonstrating technical expertise in media analysis tools relevant such as; Python or R language and their open source libraries, Tableau or visualization software, Git, or social media platform application program interfaces (APIs).
  • (U) Two (2) years work experience demonstrating technical expertise in applying advanced quantitative analysis to media analysis problems.
  • (U) Two (2) years work experience demonstrating technical expertise in publishing finished media analysis projects including written assessments, web interfaces, or interactive graphics.
  • (U) Two (2) years work experience demonstrating technical expertise in data visualization software.
  • (U) US Citizenship
  • (U) Active TS/SCI clearance with Poly
  • (U) Knowledge and ability to understand intelligence gathering and analysis missions over three (3) project life cycles.
  • (U) Ability to develop knowledge of legal and policy issues, such as Executive Order (EO) 12333 and sensitive intelligence operations, the Congressional oversight process, and the regulations and procedures for handling defectors.
  • (U) Ability to apply knowledge of policies, regulations, technical tools, and databases to support operations.
  • (U) Ability to understand operations as they pertain to the agent acquisition cycle, intelligence collection, and asset validation.
  • (U) Excellent written and oral communication skills
  • (U) Bachelors Degree from an accredited college or university
  • (U) Knowledge and experience in research techniques.
  • (U) Ability to analyze data and research results.

(U) Desired Qualifications

  • (U) Five (5) years work experience demonstrating technical expertise in programming languages relevant to media analysis, such as Python or R.
  • (U) Five (5) years work experience demonstrating technical expertise in media analysis methodologies relevant to covert influence such as, machine learning, natural language processing or common statistical techniques.
  • (U) Five (5) years work experience with demonstrating technical expertise in media analysis tools relevant to covert influence such as, Python or R and their open source libraries, Tableau or visualization software, Git, or social media platform application program interfaces (APIs).
  • (U) Five (5) years work experience demonstrating technical expertise in applying advanced quantitative analysis to media analysis problems.
  • (U) Five (5) years work experience demonstrating technical expertise in publishing finished media analysis projects including written assessments, web interfaces, or interactive graphics.
  • (U) Two (2) years work experience demonstrating technical expertise in commercial cloud services and data engineering pipelines.
  • (U) Five (5) years work experience demonstrating technical expertise in data visualization software.
  • (U) Possess an advanced degree relevant to media analysis such as; computer science, engineering, mathematics, or statistics.
  • (U) Regional area or functional target knowledge, as appropriate, is also desired.

Requires 12 to 15 years with BS/BA or 10 to 13 years with MS/MA or 7 to 9 years with Ph.D.
