Are you interested in a position where you can exercise your front-line managerial and leadership experience as well as your analytical and decision making skills? Are you interested in serving the nation's central bank as it oversees the stability of payments systems and implements monetary policy? The Federal Reserve Bank of Minneapolis is seeking an experienced financial professional, preferably with prior managerial/supervisory experience, to fill a Manager position in its Credit Risk Management unit.

Directs and manages the following core functions and activities of the Credit//Payment System Risk/Reserves Section within SRC:

  • Analyzes eligibility and valuation of collateral to ensure that Discount Window loans, Treasury Investment Program deposits, and Payment System Risk pledges comply with applicable policies and key controls.
  • Oversees monitoring of depository institutions (DI) daylight and overnight overdrafts and reserve administration operations, including analysis and counseling measures when warranted.
  • Coordinates, identifies, and disseminates DI condition monitoring information for credit risk management purposes. Works with regulatory agencies to understand credit risk exposure of problem DIs, and ensures implementation of appropriate risk measures and controls to protect the Reserve Bank from financial, legal, or reputational risk. Assists regulatory agencies, the Federal Reserve Board, and Bank management in the orderly scheduled closure of District DIs.
  • Leads the FR System Reserves Administrator function, supporting operations of the Reserves Central-Reserve Account Administration (RC-RAA) application related to parameter settings. Serves as a central point of contact among the Board of Governors, District Reserve functions, and other System stakeholders on RC-RAA parameter matters, such as interest rate changes.
  • Coordinates input, development, and implementation of changes to System, Reserve Bank, Division and Section-level policies and procedures, and ensures compliance with policies, procedures, and key operating controls in all Section business and functions.

Maintains a high level of technical expertise of regulations affecting Reserves, liquidity, and credit risk. Maintains a working knowledge of Reserve Bank priced-services operations in support of collateral, lending, reserves, and risk management functions. Routinely supports, participates and/or leads high-level System, Reserve Bank, Division, and/or Section-level work groups and special projects requiring high levels of skill and expertise (e.g., System Reserves and Credit Risk Management workgroups). Participates in policy development and implementation.

Plans, directs, and leads efforts to improve operational efficiency and effectiveness. Monitors quality, initiates continuous improvement efforts, and utilizes information technology to increase efficiency. Works with management and staff to ensure understanding and implementation of applicable policies/guidelines, automation systems and procedures. Directs the needed communications and coordination with application CBAFs and application business groups as well as the Board of Governors staff.

Keeps department management informed with regular reports on the operation, status of projects and matters requiring attention for the effective management of the Section, Division, and the Reserve Bank.

Participates in strategic planning for the division including setting goals and objectives and initiating plans to ensure their achievement. Prepares and administers budgets and implements personnel actions including hiring, training, evaluation, disciplinary activity, promotions, and salary administration. Establishes Section objectives and expectations and oversees staff performance ensuring staff has adequate training and development opportunities.

Safeguards equipment, sensitive data, and resources according to the SRC Information Security and Data Handling Handbook.

Handles records in accordance with the System Records Retention Manual compliance plan.

Performs other duties as assigned.
