The Federal Reserve Bank of San Francisco's ITS organization has an excellent opportunity for a Manager, IT QA & Analysis to join our team. We are looking for a leader with experience in business analysis, functional testing, testing automation, and quality assurance, along with exceptional communications skills and strong people leadership skills. You should have a credible track record of supporting agile development, business requirement elaboration, testing and QA, as well partnering with service partners to deliver desired business outcomes.

As the Manager, IT QA & Analysis, you will support the Federal Reserve System's one or more business lines' suite of applications by implementing testing strategy, embracing agile testing methodology, and directing continual and dynamic testing/QA activities throughout the development process. Will work closely with business and technology leadership teams and senior business leaders on the Fed System-wide to achieve desired outcomes through people, process, and technology.

Responsibilities:

  • Develop, lead and implement the business line(s)' Test and Quality Assurance (QA) strategy
  • Direct the effective implementation of the Test and QA Framework
  • Develop and improve processes and procedures that address all aspects of the QA program
  • Maintain a communication strategy to increase awareness and transparency of the QA program
  • Oversee the Business Analysts (BA) and their responsibilities of elaborating product requirements (this includes validating detailed requirements, aiding developers and testers in understanding requirements, developing test criteria and test cases, and developing functional design artifacts)
  • Direct the testing team to perform functional, system integration, non-functional, and/or stage deployment testing
  • Integrate security testing early in the Software Development Lifecycle
  • Direct test automation efforts
  • Maintain test metrics, applying lessons learned and continuous process improvements
  • Apply standard and consistent tools and processes
  • Coordinate with business acceptance groups on testing strategy and implementation
  • Maintain a strong working relationship with senior business leaders
  • Interact with senior Statistics and Reserves business leaders to keep them informed and manage priorities
  • Foster innovation through the use of new technologies, including research and development activities, to improve business processes
  • Lead and develop teams; ensure effective management of staff resources; ensure that resources are aligned with business and IT strategic direction and objectives

Qualifications:
  • Bachelor's in Information Systems, Business Administration or Master's in Information Systems, Business Administration
  • 7+ years in one or more areas of the IT application development lifecycle with focus on Quality Assurance (areas include IT Quality Assurance, application architecture, application development, automated testing, business analysis and operations)
  • 3+ years managing team of highly skilled professionals
  • Experience in application development, testing/QA, business analysis or operations, ideally with management responsibilities including formal people management.
  • Demonstrated experience leading and communicating with senior business leaders.
  • Knowledge of technology trends and developments in the areas of customer support, cloud, DevOps, test automation, and information security and IT risk management.
  • Key behavioral traits including critical thinking, achievement, accountability, collaboration, emotional intelligence, and ethics.
  • Proven success in building and leading high-performing teams, including a history of recruiting and motivating talented and diverse staff; success in developing future leaders and reinforcing a culture that embraces diversity and inclusion.
  • Successfully building and maintaining relationships with a consultative, influential and engaging style, effective collaboration with business and colleagues and a proven ability to convey complex topics to diverse audiences.
  • Unquestionable ethics and integrity in addition to demonstrated ownership and accountability for operational excellence for self and others.
  • Applicant must be U.S. Citizen or Green Card with intent to become a U.S. Citizen
