ABOUT THE POSITION

Riverside University Health System-Medical Center (RUHS-MC) is currently recruiting for Managerof Nursing Servicesfor theDetention Care Unit (4400). The Manager of Nursing Services has primary responsibility to provide 24hrs operational oversight for the unit to ensure safe and quality care are provided to our patients in accordance with our Nursing and Hospital Policies and Procedures for the day-to-day clinical operations of the Detention Care Unit. This includes hiring, developing and maintaining department quality standards, accountability for the efficient delivery of patient care and high quality nursing practices in compliance with administrative, legal and regulatory requirements of governmental and regulatory agencies.

The most competitive candidates will possess at least 2 years Acute Care Hospital Nursing management experience.

Work Schedule:9/80, Day shift (7:00am-4:00pm)

Detention Care Unit 4400 is a 22 bed specialty unit that offers some unique opportunities. We care for a variety of patients from county and State detention facilities that require medical or surgical intervention, including telemetry monitoring. We also care for patients from detention facilities who require psychiatric evaluations. We are fortunate to have an in-house P.C.L.S. team and psychiatrist who work with our patients daily. Our unit also occasionally provides care for detention patients who require chemotherapy, I-131 treatment and postpartum care. We work with a professional group of officers that accompany us while we do our nursing care.

EXAMPLES OF ESSENTIAL DUTIES
Prepare, review, and assist in the development of the capital equipment budget plan, operating budget, and budget variances.

Provide leadership and decisions regarding scheduling, assignments, management, and staffing.

Develop, revise, and implement policies, procedures, standards of care and practice, and goals and objectives.

Provide management oversight and promote consistency to ensure staff compliance with regulatory, licensure, and accreditation standards.

Interview applicants and recommend hiring decisions to administrative designee.

Collaborate with physicians and other department's leadership to ensure quality patient care and an efficient and effective department operation.

Administer progressive disciplinary action when needed.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college or university with a Bachelor's degree in nursing. (Additional qualifying experience may substitute for up to a maximum of two years of education on the basis of one year of full-time experience being equal to 30 semester or 45 quarter units.)

Experience: Three years of charge nurse or supervisory experience as a registered nurse in an accredited acute care hospital.

License: Must maintain a current valid license to practice as a registered nurse in the State of California.

Certifications:BLS

Knowledge of: Principles of leadership and management; nursing processes and its application in patient care; licensure, accreditation and regulatory requirements; personnel scheduling; performance evaluations; group dynamics; progressive disciplinary action; teambuilding and conflict management; problem-solving and management techniques.

Ability to: Implement the principles of leadership and management in the nursing process; ensure compliance with RUHS-MC goals, objectives, strategic plan, policies and procedures; prepare and maintain reports and clinical records; communicate clearly via oral and written methods; monitor critical practice indicators, identify opportunities for improvement, and guide the implementation of the action plan; analyze and maintain budget accountability; establish, communicate, and monitor performance standards and expectations; manage time effectively; make sound decisions using problem-solving skills; use productive group dynamics to achieve teamwork.

SUPPLEMENTAL INFORMATION

Condition of Employment
In accordance with the California Department of Public Health Order dated August 5, 2021, health care facility workers who work in indoor settings where care is provided to patients or where patients have access for any purpose must be vaccinated against COVID-19 as follows: first dose of a one-dose regimen or second dose of a two-dose regimen, by September 30, 2021. Consideration may be given to candidates who are in the process of completing their vaccination regimen.

The Order allows for workers to be exempt from the vaccination requirements by providing the facility with a declination form signed by the individual stating either of the following: (1) the worker is declining vaccination based on Religious Beliefs; or (2) the worker is excused from receiving any COVID-19 vaccine due to Qualifying Medical Reasons. Workers who are exempted from the vaccination requirements must observe all other infection control requirements, including face coverings and regular COVID testing at the frequency required by their work site.

A requirement of employment is to provide proof of COVID-19 vaccination, or a completed COVID-19 Vaccination Declination form (filled out by the candidate and their medical provider as appropriate), during the pre-employment process. Failure to submit the required documentation may render a candidate ineligible to move forward in the process.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).

  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.

A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.

    ANNUAL LEAVE (Bi-Weekly Accrual):

    0 < 36 months = 8.92 Hours
    36 to <108>108 or more months = 12.00 Hours

    Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.

    ANNUAL LEAVE for Unrepresented Management Attorneys: Effective July 12, 2012, the specific affected Unrepresented Management Attorney classifications as stated in Article 22 of the Management Resolution will receive an additional 4 hours per pay period to their Annual Leave accrual. This additional leave accrual will expire at the end of the last pay period in June 2014. In addition, the maximum accrual for Annual Leave (or vacation) will be raised by 200 hours for eligible employees only. Maximum Annual Leave accumulation is 2,000 hours.

    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).

    BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
