Summary:


The Manager, Strategic Portfolio Analysis is responsible for ensuring the design, implementation and maintenance of technological and information solutions in support of the Enterprise Portfolio Management Office (EPMO) and the organization, as it relates to resourcing across all work and workflows (Projects, SRs, MOB, etc.). This position interfaces with all aspects of the Enterprise IT team and key business teams to understand data and solution requirements in order to ensure technology in use supports goals and key metrics for Capacity Planning. This position is responsible for establishing resource management methodology and managing resource demand forecasting for all potential and assigned activities which require EIT staff. The incumbent also works closely with EIT budget administration, as well as vendor management teams to manage resource supply needs and associated costs.


Essential Responsibilities/Accountabilities:


  • Oversees and supports Project Management tools capabilities and technologies, including Planview and other databases in support of the EPMO.


  • Acts as a subject matter expert utilizing a systemic view and full understanding of the various product tools used, and their interdependencies across products/portfolios/initiatives, within the Health Plan. Translates user requirements to application and tool design.


  • Integrates various data elements and tools for central, standard and efficient reporting. Implements configuration changes as necessary to Portfolio applications and tools.


  • Works with internal and external teams ensuring performance and lifecycle activities are completed. Acts as a technical liaison with the Planview Vendor.


  • Responsible for leading the analysis of data from multiple source systems for implementation of solutions in support of Portfolio Management functions.


  • Provides complex ad hoc reports and direction to analysts on complex data requests.


  • Supports the use of mechanisms to ensure information solutions are aligned with architectural and infrastructure requirements.


  • Develops systems/tools and processes needed to coordinate the fair and even distribution of resources for all current and forecasted activities requiring staff. Creates a master database of individuals and associated skills. Leverages analysis of project resource capabilities to identify and close gaps in staffing and skill-set capabilities.


  • Responsible for forecasting, tracking and coordinating resource requests to support EPMO programs and projects, including permanent and contractor resources. Monitors project activities and resourcing, identifying potential instances of under or over utilization and actively working with appropriate resource leads to address and resolve such issues.


  • Works closely with leadership to capture skill requirements and drive long term staffing model for project initiatives both internal and external staffing mix.


  • Partners with Portfolio and Project Managers, Strategy and Business Relationship Managers to understand the strategic direction of the business and the portfolio for effective resource planning. Participates in strategic planning discussions as it relates to resource demand forecasting. Works with portfolio leadership to identify potential resource contingency plans.


  • Maintains knowledge of current and upcoming projects and development activities as they relate to potential resource needs.


  • Manages resource forecasting data, based on input from work center department leads and project management teams. Works with project management teams to identify resource leveling opportunities across initiatives to ensure efficient and effective resource utilization.


  • Identifies potential resourcing or process issues and presents them to leadership, with resolutions to such issues where applicable.


  • Defines metrics and prepares and distributes regular utilization and demand forecast reports to leadership.


  • Works with appropriate external labor sourcing team to communicate resource gaps and assist in the identification and management of potential suppliers, facilitating initial discussions as needed to meet specific project requirements.


  • Maintains communication with EPMO leadership, project managers, talent acquisition and the training team to ensure appropriate training, selection and utilization of staff for the identified project.


  • Provides input to corporate training initiatives based on identified knowledge and skill gaps.

  • Conducts periodic staff meetings to include timely distribution and education related to departmental and Ethics/Compliance information.

  • Performs other duties and functions as assigned by management.


    Minimum Qualifications:


  • Bachelors degree in IT, Business Administration or related field with five years of experience in a Project Management Role. In lieu of degree an equivalent combination of education and experience totaling 9+ years will be considered.


  • PMP (Project Management Professional) Certification preferred.


  • Minimum of 2 years experience managing a team. Responsible for developing and motivating staff members, providing guidance as appropriate.


  • Experience with IT Reporting, IT Portfolio and Project Management tools preferred.


  • Strong analytical and technology background.


  • Proficiency in MS Office applications, including Microsoft Excel, Word, PowerPoint, Access


  • Conflict resolution and problem-solving skills.


  • Clear and concise communication in both written and verbal form.


  • Ability to build relationships across the organization and act as a trusted advisor for support and consultation.


  • Ability to be diplomatic or firm when necessary in order to drive business forward to obtain results.


  • Detail oriented and ability to work independently.


  • Ability to manage multiple tasks and deadlines.


  • Ability to prioritize and organize workload.
