This role is responsible for leading Cigna Medicare Advantage's Stars program for multiple states and is aligned to a region of the United States. This role will have responsibility in maintaining, or improving, overall Star Ratings to achieve 4+ Stars for all contracts in multiple states by partnering closely with leadership from our key matrix partners from Network Operations, Sales, Service Operations, Marketing, and Global Procurement. The role is accountable for mentoring advisors and analysts aligned to the same region. The role manages quality improvement activities within the region for HEDIS measures and hybrid data collection, CAHPS and HOS improvement, Pharmacy / Part D, Administrative measures, general Stars program education and related activities, as well as other activities as assigned. This position requires someone who can think strategically.

Major Duties

  • Strategic partner to one or Market Managers. Build excellent relationships with market leaders and network operations leaders within this region, attend local market meetings where Stars is under discussion and support strategic direction and consultation services.
  • As directed by the Stars Regional Senior Manager, may act as the deputy regional lead including but not limited to staff mentoring and oversight, regional strategy development, supporting Market Presidents, Regional Network Vice Presidents, and Enterprise Leadership.
  • Partner in the development of market or region specific strategies that will lead to quality improvements and decreased medical costs.
  • Lead the development and execution of programs that drive Star rating improvements to achieve the enterprise goal of 4+ Stars in all markets.
  • Oversee the identification, development and implementation of Stars measure improvement activities within the region to drive improvement in patient care, quality of care and health outcomes.
  • Partner with the HEDIS clinical operations team to improve the health outcomes of our customers through innovative initiatives that drive rate improvement, improved data collection and incremental process improvements.
  • Educate providers and office staff through the dissemination of Stars materials and best practices, including the creation of content for Cigna University courses, the creation of outward facing power point presentations, or provider facing summary handouts.
  • Implement projects and initiatives designed to impact Stars rates, which will include leading activities with matrixed partners.
  • Enhance Cigna's Stars continuous quality improvement structure, through work on quality-related project teams, identifying improvements to workflows, and through the identification of operational efficiencies and best practices.
  • Own the development and revision of operational policies and procedures, workflows, and communications (both internal and external) in support of Cigna's Stars Program.
  • Work collaboratively with Stars leadership and Stars Focus Area Teams to identify best practices within the region, and scale them over the enterprise through work groups and best practice communications.
  • Train staff to ensure that reports from Cigna and vendor(s) are run in a timely way, providing proactive feedback to improve the reporting in supporting analytic strategy for the enterprise and taking an active role to collect end user feedback on the usefulness and format of the data, using these responses as inputs into the CQI enterprise Stars process.
  • Assure compliance by delivering quality services and meeting all contractual, state & federal legal and regulatory requirements.
  • In partnership with the Stars Regional Senior Manager, develop, coach and mentor a high-performing team while establishing clear direction of responsibilities, timely feedback and holding people accountable for achieving their personal goals, targets and objectives.


  • Bachelor's degree highly desirable, Masters Preferred
  • Must be a strong public speaker with excellent written and verbal communication skills
  • Strong time management, project management, organizational, research, analytical, negotiation, communication, and interpersonal skills
  • Strong proficiency in Microsoft Office applications (Outlook, Word, Excel, Power Point, etc.), including experience running web based meetings.
  • Analytic background required, SQL a plus
  • Demonstrated ability to lead people and get results through others
  • Must be able to manage ambiguity and work in fast paced environment
  • Ability to organize and manage multiple priorities
  • Excellent stakeholder relationship management skills
  • High level of confidence and interpersonal savvy
  • Strong preference to live within the region being served
  • Travel required (Approximately 25-30%)

This position is not eligible to be performed in Colorado.
