The individual selected for this position will support the Sponsor's Program Management Office responsible for oversight and securing use of the internet. This includes providing acquisition guidance and strategy that will support organizational needs. Aims to resolve a number of current challenges across Sponsor's environment. Responsibilities include, but are not limited to the following:

  • Oversees purchases of materials, equipment, products, parts, services, and supplies necessary for on-going operations.
  • Conduct best practices for procurements, to include Full Time Equivalent (FTE) resources and aggregation recommendations for planning purposes.
  • Leads aspects of strategic sourcing, which may include, proposal evaluation, price/cost analysis,contract negotiation, vendor management, and contract administration.
  • Provide guidance for use of diverse payment methods
  • Improve payment procedures to minimize commercial fraud detection
  • Account for diverse network connections that transit across secure platforms in support of
  • managed internet capabilities outside of Sponsor spaces, leveraging new vendors.
  • Identify and establish relationships with managed internet providers for network diversity
  • Document procurement authority and' delegation for Sponsor organization.
  • Develop procurement aggregation standards for each entity through risk management and lessons learned.
  • Initiate vendor, role, and IP address de-confliction.
  • Cross-reference existing and new online capabilities for situational awareness and minimal aggregation.
  • Support acquisition activities for various programs
  • Understand various types of acquisitions for hardware, software, prototyping and proofs of concept
  • Assist in developing statements of work(s) for various systems, technical services and/or technical expertise, which can include system architecture, performance, monitoring, data management, security, and operations.
  • Track the status of requisitions, contracts, and orders.
  • Select, and recommend suppliers and negotiates price, quality, and service.
  • Assist in preparation of presentations and reports
  • Assist in meeting facilitation and information sessions
  • Assist the Sponsor in assessing, documenting, and tracking program requirements and follow-on technical exchange meetings (TEMs)
  • Assist in identification and definition of process efficiencies based on industries best practices


  • Broad understanding of Sponsor's acquisition activities and protocols
  • Demonstrated knowledge in developing Requirements, Statement of Work (SOW) for requests for proposals and other supporting technical documentation
  • Demonstrated experience performing facilitation with groups to ensure capturing work processes and workflows
  • Exceptional communication and familiarity with Sponsors environment at both project level and executive audiences
  • Prior experience in writing RFPs or responding to RFPs with a proposal
  • Work independently and amongst a team with minimal supervision to address roadblocks and deliver results in a timely manner or provide the most relevant course of action
  • A Bachelor's degree (or equivalent years of experience) in acquisition, information systems, or a management discipline or relevant experience
  • Minimum of 10 Years' relevant experience, 5 years in IC
